1. Why is India–Belgium Relations in News?
Belgian Prime Minister Bart De Wever undertook an official visit to India from 2–4 September 2026 at the invitation of Prime Minister Narendra Modi. He was accompanied by Belgium's Minister of Defence and Foreign Trade, Theo Francken, along with a high-level delegation of officials and business leaders. It was Bart De Wever's first visit to India after assuming office in February 2025. The visit is important for UPSC because India–Belgium relations now extend far beyond traditional trade and diamonds. The relationship increasingly covers defence manufacturing, critical minerals, semiconductors, green hydrogen, ports, maritime security, pharmaceuticals, biotechnology, investment, cybercrime, counter-terrorism and India–European Union relations.2. Why Belgium Matters to India
Belgium is a relatively small European country but possesses strategic importance far beyond its geographical size. Brussels hosts important institutions of the European Union and NATO. Belgium is therefore deeply embedded in Europe's political, economic and security architecture. For India, stronger relations with Belgium can simultaneously strengthen bilateral cooperation and contribute to deeper engagement with the European Union.3. Belgium — Important Prelims Facts
Belgium is located in Western Europe. Its capital is Brussels. Belgium borders France, Germany, Luxembourg and the Netherlands and has access to the North Sea. It is a constitutional monarchy and a federal State. Brussels is particularly important because major institutions of the European Union are located there and NATO has its headquarters in Brussels. UPSC candidates should remember that Belgium itself is not the headquarters of every European institution. Different EU institutions are distributed among Brussels, Strasbourg, Luxembourg and other locations.4. Historical Foundation of India–Belgium Relations
Belgium was among the first European countries to establish diplomatic relations with independent India in 1947. India and Belgium will mark the 80th anniversary of diplomatic relations in 2027. The relationship also contains an important historical connection from the First World War. More than 9,000 Indian soldiers made the supreme sacrifice in the Flanders Fields during the war. This shared history forms an important people-to-people and commemorative dimension of bilateral relations.5. India–Belgium Strategic Dialogue
An important institutional development occurred with the launch of the inaugural India–Belgium Strategic Dialogue in Brussels on 15 July 2026. The dialogue established a regular and comprehensive mechanism for cooperation in areas such as trade and investment, green transition, technology, connectivity, defence, security and people-to-people relations. This reflects an important principle in international relations: mature bilateral partnerships require permanent institutional mechanisms rather than depending exclusively on occasional summit meetings.6. India–Belgium Relations and the European Union
India–Belgium relations must be understood within the wider India–EU Strategic Partnership. Belgium is both a bilateral partner of India and an influential member of the European Union. Therefore, stronger India–Belgium relations can support India's wider engagement with European markets, technology ecosystems, supply chains, climate initiatives and security institutions.7. India–EU Free Trade Agreement
One of the most important developments highlighted during the visit was the India–EU Free Trade Agreement. India and Belgium welcomed the successful conclusion of negotiations for the agreement during the India–EU Summit held on 27 January 2026. The agreement has strategic significance because the India–EU economic relationship is increasingly connected to supply-chain diversification, technological cooperation, market access and economic security.8. What is a Free Trade Agreement?
A Free Trade Agreement is an arrangement between countries or economic blocs to reduce or eliminate tariffs and certain other trade barriers on agreed categories of goods and services. Modern FTAs may cover much more than customs duties. They can include services, investment facilitation, intellectual property, digital trade, standards, government procurement, rules of origin and regulatory cooperation.9. Why the India–EU FTA Matters
The European Union is one of India's major economic partners. Improved market access can expand opportunities for Indian exporters while European firms can gain greater access to the Indian market. The agreement also has geopolitical importance. India and Europe are seeking more resilient and diversified economic relationships at a time when excessive dependence on concentrated global supply chains is increasingly viewed as a strategic vulnerability.10. Investment Protection Agreement
India and Belgium also called for early conclusion of negotiations on the EU–India Investment Protection Agreement. Investment protection agreements generally seek to create predictable rules for investors while preserving legitimate regulatory space for governments. Such agreements become particularly important when bilateral investment flows increase significantly.11. Agreement on Geographical Indications
The two sides also supported early progress on the Agreement on Geographical Indications between India and the EU. A Geographical Indication identifies a product as originating from a particular geographical area where a given quality, reputation or characteristic is essentially attributable to that origin. Examples relevant to India include Darjeeling Tea and several region-specific agricultural, handicraft and manufactured products.12. India–EU Trade and Technology Council
India and Belgium welcomed progress under the India–EU Trade and Technology Council. Its ministerial meeting was held in Brussels in July 2026. The Council reflects the increasing interconnection between trade, technology and strategic security. Issues such as semiconductors, artificial intelligence, telecommunications, critical minerals and digital infrastructure are no longer merely commercial issues; they also influence national security and economic resilience.13. Comprehensive Strategic Agenda for 2030
India and Belgium endorsed the Joint India–EU Comprehensive Strategic Agenda for 2030. Its broader objective is to deepen India–EU cooperation and generate concrete outcomes across economic, technological, security and sustainability-related sectors. The joint statement also highlighted the India–EU Security and Defence Partnership. Important areas include maritime security, defence industry and technology, cyber and hybrid threats, space and counter-terrorism. This development indicates the widening strategic dimension of India–Europe relations.15. Bilateral Trade Ambition
India and Belgium expressed their intention to enable the doubling of bilateral trade over the next five years. The significance lies not only in increasing trade volume but also in diversifying its composition beyond traditional sectors. Emerging areas include advanced manufacturing, pharmaceuticals, biotechnology, semiconductors, clean technology, critical minerals and defence production.16. Traditional Pillar — Diamond Trade
Diamonds have historically been one of the most recognisable links between India and Belgium. Antwerp is one of the world's major diamond trading centres, while Surat is a major global centre for diamond cutting and polishing. Mumbai also plays an important role in India's gems and jewellery trade. The Antwerp–Mumbai–Surat connection therefore illustrates the integration of international trading, financing, processing and manufacturing networks.17. Why Antwerp is Important
Antwerp is an important Belgian city and a major international commercial and logistics centre. It has historically played a major role in the global diamond trade. Its economic importance extends beyond diamonds to ports, logistics, chemicals and international commerce.18. Port of Antwerp-Bruges
Belgium possesses major port infrastructure, including the Port of Antwerp-Bruges. Port cooperation offers India opportunities to learn from European experience in logistics, port efficiency, green shipping and industrial-port integration. For India, improving port efficiency is closely connected with reducing logistics costs and strengthening manufacturing competitiveness.19. Maritime and Port Cooperation
India and Belgium identified port development, logistics, connectivity, dredging and offshore wind infrastructure as areas for deeper cooperation. These sectors connect directly with India's maritime economy and port-led development ambitions.20. Blue Economy Dimension
The Blue Economy refers to the sustainable use of ocean resources for economic growth, improved livelihoods and employment while maintaining the health of marine ecosystems. India–Belgium cooperation in ports, offshore wind, shipping and ocean governance can therefore be understood within the wider Blue Economy framework.21. Defence Cooperation — Major New Pillar
Defence is emerging as an important new pillar of India–Belgium relations. The two sides welcomed the signing of a Letter of Intent between their Defence Ministries. It establishes a framework for regular exchanges, staff talks, education and training, research cooperation and defence-industrial partnerships.22. Defence Co-Development and Co-Production
The two countries emphasised defence manufacturing, innovation, co-development and co-production. Co-development means partners jointly participate in developing a defence platform or technology. These approaches are strategically more significant than a simple buyer-seller relationship because they can support technology absorption, industrial capability and supply-chain resilience.23. India has historically depended significantly on imported defence equipment. Expanding domestic manufacturing and international co-development can contribute to greater strategic autonomy. Defence industrial partnerships may also strengthen India's domestic manufacturing ecosystem, generate skilled employment and potentially increase defence exports.24. Maritime Security
India and Belgium identified maritime security as an important area of cooperation. Maritime security includes the protection of sea lanes, ports and commercial shipping from piracy, terrorism, sabotage and other threats. It is particularly important for India because a substantial share of India's external trade moves through maritime routes.25. Indo-Pacific Dimension
The two sides also referred to cooperation in the Indo-Pacific. The Indo-Pacific has emerged as a major geopolitical region linking the Indian and Pacific Oceans. It includes some of the world's most important maritime trade routes and economic centres. Increasing European engagement in the Indo-Pacific creates opportunities for India to cooperate with European partners in maritime security, connectivity and rules-based regional governance.26. Belgian Frigate LEOPOLD I
The Belgian frigate LEOPOLD I is planned to visit India from 5–8 November 2026. Such naval visits support professional interaction, maritime diplomacy and defence engagement between countries.27. Defence Attachés
Belgium has appointed a Defence Attaché in New Delhi, while India decided to appoint a resident Defence Attaché at its Embassy in Brussels. Defence Attachés facilitate military diplomacy, defence exchanges and communication between defence establishments.28. Counter-Terrorism Cooperation
Belgium expressed solidarity with India in the fight against terrorism, including cross-border terrorism. The two countries expressed their intention to explore establishing an India–Belgium Joint Working Group on Counter-Terrorism. Such mechanisms can support intelligence cooperation, policy coordination and responses to terrorist financing and transnational networks.29. UNSC 1267 Sanctions Regime
The joint statement referred to terrorist entities designated under the United Nations Security Council's 1267 sanctions regime. The regime is an important international mechanism involving sanctions such as asset freezes, travel bans and arms embargoes against designated individuals and entities associated with specified terrorist organisations. The two countries also emphasised cooperation through the Financial Action Task Force. Critical Minerals
Critical minerals emerged as another major area of India–Belgium cooperation, particularly refining and recycling. Critical minerals are minerals considered essential for economic development, technological industries or national security and whose supply chains face significant disruption risks.36. Modern technologies such as electric vehicles, renewable-energy systems, batteries, electronics and defence platforms depend on various critical minerals. Therefore, access to critical minerals has become an issue of economic security and strategic autonomy.37. Critical Mineral Refining
Possessing mineral resources is only one part of the supply chain. Refining and processing capacity is equally important. A country may possess mineral deposits but remain dependent on foreign countries if it lacks processing technology and refining infrastructure. Hence India–Belgium cooperation in refining can have strategic significance.38. Critical Mineral Recycling
Recycling can recover valuable minerals from batteries, electronic waste and industrial products. It can reduce import dependence, lower environmental pressure from mining and contribute to a circular economy.39. Circular Economy
A circular economy attempts to minimise waste by extending product life, promoting reuse, repair, recycling and material recovery. Critical-mineral recycling connects India's resource-security strategy with environmental sustainability.40. Pharmaceuticals and Life Sciences
India and Belgium identified life sciences, pharmaceuticals and healthcare as major areas for cooperation. India has significant strengths in generic medicines and pharmaceutical manufacturing, while Belgium possesses strong biotechnology, pharmaceutical research and life-science ecosystems. The complementarities can support research, clinical development, manufacturing and healthcare innovation.41. Biotechnology
Biotechnology uses biological systems and processes to develop products and technologies. Its applications include pharmaceuticals, vaccines, diagnostics, agriculture, industrial biotechnology and environmental solutions. Closer India–Belgium cooperation can connect Indian manufacturing and scientific capabilities with European research ecosystems.42. Nuclear Energy Cooperation
The joint statement identified nuclear energy among areas with potential for expanding economic and technological engagement, including emerging opportunities involving private-sector stakeholders. For India, nuclear energy forms part of the broader strategy of expanding low-carbon electricity while maintaining energy security.43. Green Hydrogen
Green hydrogen is another major area of bilateral cooperation. Green hydrogen is generally hydrogen produced through electrolysis using renewable electricity, resulting in very low operational greenhouse-gas emissions compared with conventional fossil-fuel-based hydrogen production.44. India and Belgium highlighted cooperation across production, transportation, storage and end-use applications of green hydrogen. This is significant because producing hydrogen alone is insufficient. Climate resilience refers to the capacity of communities, ecosystems and economies to anticipate, withstand, recover from and adapt to climate-related shocks. India and Belgium agreed to strengthen cooperation on adaptation, resilience and disaster preparedness.53. Ocean Governance

वित्तीय कार्रवाई कार्यबल एक अंतर-सरकारी संस्था है जो धनशोधन, आतंकवाद के वित्तपोषण और प्रसार वित्तपोषण से निपटने के लिए अंतरराष्ट्रीय मानक विकसित करती है। यह संयुक्त राष्ट्र की विशिष्ट एजेंसी नहीं है।31. अंतरराष्ट्रीय संगठित अपराध
भारत के केंद्रीय अन्वेषण ब्यूरो और बेल्जियम की संघीय पुलिस ने अंतरराष्ट्रीय संगठित अपराध, साइबर अपराध और संबंधित विषयों पर सहयोग के लिए समझौता ज्ञापन किया। आधुनिक संगठित अपराध अक्सर कई देशों में फैले वित्तीय और डिजिटल नेटवर्क का उपयोग करता है।32. साइबर अपराध
साइबर अपराध में अपराधी एक देश में रहकर दूसरे देश के नागरिकों, कंपनियों या वित्तीय संस्थाओं को निशाना बना सकते हैं। इसलिए अंतरराष्ट्रीय कानून-प्रवर्तन सहयोग लगातार अधिक महत्त्वपूर्ण हो रहा है।33. सेमीकंडक्टर
भारत और बेल्जियम ने सेमीकंडक्टर को सहयोग के प्रमुख क्षेत्रों में शामिल किया। सेमीकंडक्टर स्मार्टफोन, कंप्यूटर, वाहन, दूरसंचार, रक्षा प्रणाली, कृत्रिम बुद्धिमत्ता और औद्योगिक मशीनों के लिए आवश्यक हैं। इनकी आपूर्ति शृंखला का भौगोलिक केंद्रीकरण इन्हें रणनीतिक रूप से महत्त्वपूर्ण बनाता है।34. सेमीकंडक्टर आपूर्ति शृंखला
भारत घरेलू सेमीकंडक्टर क्षमता विकसित करने के साथ विश्वसनीय साझेदार देशों के साथ सहयोग बढ़ा रहा है। यूरोपीय देशों के साथ सहयोग डिजाइन, उपकरण, सामग्री, अनुसंधान और उन्नत विनिर्माण में भारत की क्षमता बढ़ा सकता है।35. महत्वपूर्ण खनिज
भारत-बेल्जियम सहयोग में महत्वपूर्ण खनिजों के शोधन और पुनर्चक्रण को विशेष स्थान मिला। महत्वपूर्ण खनिज वे खनिज हैं जो अर्थव्यवस्था, आधुनिक तकनीक या राष्ट्रीय सुरक्षा के लिए आवश्यक हों और जिनकी आपूर्ति में व्यवधान का जोखिम अधिक हो।36. महत्वपूर्ण खनिजों का रणनीतिक महत्त्व
विद्युत वाहन, बैटरी, नवीकरणीय ऊर्जा प्रणाली, इलेक्ट्रॉनिक उपकरण और रक्षा प्रणालियाँ अनेक महत्वपूर्ण खनिजों पर निर्भर हैं। इसलिए इन खनिजों की उपलब्धता आर्थिक सुरक्षा और रणनीतिक स्वायत्तता का विषय बन गई है।37. खनिज शोधन
केवल खनिज भंडार होना पर्याप्त नहीं है। प्रसंस्करण और शोधन क्षमता भी उतनी ही आवश्यक है। यदि किसी देश के पास खनिज भंडार हो लेकिन शोधन तकनीक न हो, तो वह विदेशी प्रसंस्करण पर निर्भर रह सकता है।38. महत्वपूर्ण खनिजों का पुनर्चक्रण
बैटरियों, इलेक्ट्रॉनिक कचरे और औद्योगिक उत्पादों से उपयोगी खनिजों की पुनर्प्राप्ति आयात निर्भरता कम कर सकती है। इससे खनन से उत्पन्न पर्यावरणीय दबाव भी कम किया जा सकता है।39. परिपत्र अर्थव्यवस्था
परिपत्र अर्थव्यवस्था का उद्देश्य उत्पादों और सामग्रियों का पुनः उपयोग, मरम्मत और पुनर्चक्रण करके अपशिष्ट को कम करना है। महत्वपूर्ण खनिजों का पुनर्चक्रण संसाधन सुरक्षा और पर्यावरणीय स्थिरता दोनों को मजबूत कर सकता है।40. औषधि और जीवन विज्ञान
भारत और बेल्जियम ने औषधि, जैव प्रौद्योगिकी, नैदानिक अनुसंधान और स्वास्थ्य सेवा में सहयोग की व्यापक संभावना पहचानी। भारत जेनेरिक औषधियों और दवा निर्माण में मजबूत है, जबकि बेल्जियम का जैव प्रौद्योगिकी और जीवन विज्ञान अनुसंधान तंत्र विकसित है।41. जैव प्रौद्योगिकी
जैव प्रौद्योगिकी में जैविक प्रणालियों का उपयोग करके उत्पाद और तकनीक विकसित की जाती हैं। इसका उपयोग औषधि, टीका, निदान, कृषि और औद्योगिक प्रक्रियाओं में होता है। भारत और बेल्जियम का सहयोग अनुसंधान और विनिर्माण क्षमताओं को जोड़ सकता है।42. परमाणु ऊर्जा
संयुक्त वक्तव्य में परमाणु ऊर्जा को भी संभावित सहयोग के क्षेत्र के रूप में पहचाना गया। भारत के लिए परमाणु ऊर्जा ऊर्जा सुरक्षा और कम-कार्बन विद्युत उत्पादन दोनों के संदर्भ में महत्त्वपूर्ण है।43. हरित हाइड्रोजन
हरित हाइड्रोजन सामान्यतः नवीकरणीय विद्युत का उपयोग कर जल के विद्युत अपघटन से बनाया गया हाइड्रोजन है। इसकी उत्पादन प्रक्रिया में पारंपरिक जीवाश्म ईंधन आधारित हाइड्रोजन की तुलना में बहुत कम परिचालन कार्बन उत्सर्जन हो सकता है।44. हरित हाइड्रोजन मूल्य शृंखला
दोनों देशों ने उत्पादन, परिवहन, भंडारण और अंतिम उपयोग तक हरित हाइड्रोजन मूल्य शृंखला को मजबूत करने पर बल दिया। केवल हाइड्रोजन उत्पादन पर्याप्त नहीं है; व्यावसायिक उपयोग के लिए परिवहन, भंडारण, मानक और औद्योगिक माँग भी आवश्यक हैं।45. भारत के लिए हरित हाइड्रोजन का महत्त्व
हरित हाइड्रोजन उर्वरक, तेल शोधन, इस्पात और कुछ भारी परिवहन क्षेत्रों के कार्बन उत्सर्जन को कम करने में सहायक हो सकता है। घरेलू नवीकरणीय ऊर्जा से इसका उत्पादन आयातित जीवाश्म ईंधन पर निर्भरता कम करने में भी सहायक हो सकता है।46. अपतटीय पवन ऊर्जा
समुद्र में स्थापित पवन ऊर्जा परियोजनाओं को अपतटीय पवन ऊर्जा कहा जाता है। कई समुद्री क्षेत्रों में पवन की गति भूमि की तुलना में अधिक और अधिक स्थिर हो सकती है। हालाँकि इसके लिए अधिक पूँजी, विशेष तकनीक और मजबूत विद्युत प्रसारण व्यवस्था की आवश्यकता होती है।47. जलवायु सहयोग
भारत और बेल्जियम ने पेरिस समझौते और उसके दीर्घकालिक लक्ष्यों के प्रति अपनी प्रतिबद्धता दोहराई। दोनों ने समानता तथा साझा किंतु विभेदित उत्तरदायित्व और संबंधित क्षमताओं के सिद्धांत के महत्त्व को स्वीकार किया।48. CBDR-RC
यह सिद्धांत मानता है कि जलवायु परिवर्तन सभी देशों की साझा समस्या है, किंतु देशों का ऐतिहासिक योगदान, विकास स्तर और क्षमता अलग-अलग है। इसलिए जलवायु उत्तरदायित्व समान होने के साथ राष्ट्रीय परिस्थितियों के अनुसार विभेदित भी होने चाहिए।49. जलवायु वित्त
विकासशील देशों के लिए पर्याप्त, पूर्वानुमेय और सुलभ जलवायु वित्त अत्यंत महत्त्वपूर्ण है। विकासशील अर्थव्यवस्थाओं को विकास आवश्यकताओं के साथ-साथ जलवायु अनुकूलन और उत्सर्जन न्यूनीकरण के लिए भी बड़े निवेश की आवश्यकता होती है।50. जलवायु प्रौद्योगिकी
स्वच्छ ऊर्जा, ऊर्जा दक्षता, औद्योगिक कार्बन न्यूनीकरण और जलवायु-अनुकूल अवसंरचना के लिए प्रौद्योगिकी विकास और प्रसार आवश्यक है। भारत-बेल्जियम सहयोग इस क्षेत्र में अनुसंधान और निवेश को बढ़ा सकता है।51. जलवायु अनुकूलन
जलवायु अनुकूलन का अर्थ वास्तविक या संभावित जलवायु प्रभावों के अनुसार मानव और प्राकृतिक प्रणालियों में परिवर्तन करना है। बाढ़-रोधी अवसंरचना, सूखा-सहिष्णु कृषि, तटीय सुरक्षा और ताप कार्ययोजना इसके उदाहरण हैं।52. जलवायु सहनशीलता
जलवायु सहनशीलता किसी समाज, अर्थव्यवस्था या पारिस्थितिकी तंत्र की जलवायु आघातों का सामना करने, उनसे उबरने और उनके अनुसार स्वयं को अनुकूलित करने की क्षमता है। दोनों देशों ने अनुकूलन, सहनशीलता और आपदा तैयारी में सहयोग बढ़ाने का समर्थन किया।53. महासागर शासन
महासागर जलवायु को नियंत्रित करते हैं, जैव विविधता को सहारा देते हैं, अंतरराष्ट्रीय व्यापार के मार्ग प्रदान करते हैं और तटीय समुदायों की आजीविका का आधार हैं। इसलिए प्रभावी महासागर शासन सतत विकास और जलवायु सहनशीलता के लिए आवश्यक है।54. BBNJ समझौता
BBNJ समझौता राष्ट्रीय अधिकार-क्षेत्र से बाहर के क्षेत्रों में समुद्री जैव विविधता के संरक्षण और सतत उपयोग से संबंधित है। यह पर्यावरण और अंतरराष्ट्रीय संबंध दोनों के लिए महत्त्वपूर्ण विषय है।55. राष्ट्रीय अधिकार-क्षेत्र से बाहर के क्षेत्र
इसमें सामान्यतः ऐसे समुद्री क्षेत्र शामिल होते हैं जो किसी एक देश के राष्ट्रीय अधिकार-क्षेत्र के अंतर्गत नहीं आते, विशेष रूप से उच्च समुद्र और संबंधित अंतरराष्ट्रीय समुद्री तल क्षेत्र। इन क्षेत्रों की जैव विविधता का संरक्षण अंतरराष्ट्रीय सहयोग की माँग करता है।56. निवेश त्वरित तंत्र
भारत और बेल्जियम ने निवेश त्वरित तंत्र प्रारंभ किया। इसका उद्देश्य भारत में बेल्जियम के निवेश और बेल्जियम में भारतीय निवेश को सुगम बनाना तथा निवेश संबंधी बाधाओं के समाधान में सहायता करना है।57. निवेश सुविधा का महत्त्व
निवेश केवल बाजार के आकार पर निर्भर नहीं करता। नियामकीय पूर्वानुमेयता, अनुमति प्रक्रिया, अवसंरचना और प्रशासनिक समस्याओं के समाधान की क्षमता भी महत्त्वपूर्ण होती है। विशेष निवेश तंत्र निवेशकों को समस्याओं के समाधान के लिए संस्थागत माध्यम प्रदान कर सकते हैं।58. SFPIM
संयुक्त वक्तव्य में बेल्जियम की Federal Holding and Investment Company अर्थात SFPIM का उल्लेख किया गया। भारत के National Investment and Infrastructure Fund के साथ इसका सहयोग दीर्घकालिक निवेश संबंधों को मजबूत कर सकता है।59. NIIF
National Investment and Infrastructure Fund भारत का एक निवेश मंच है जिसका उद्देश्य अवसंरचना और अन्य क्षेत्रों में घरेलू तथा अंतरराष्ट्रीय पूँजी जुटाना है। विदेशी संस्थागत निवेशकों के साथ सहयोग से दीर्घकालिक परियोजनाओं के लिए पूँजी उपलब्ध हो सकती है।60. भारत-बेल्जियम आर्थिक और निवेश गलियारा
दोनों देशों ने SFPIM और NIIF के सहयोग को औपचारिक रूप देकर भारत-बेल्जियम आर्थिक और निवेश गलियारा स्थापित करने की दिशा में कार्य करने का समर्थन किया। इससे द्विपक्षीय निवेश को अलग-अलग परियोजनाओं से आगे बढ़ाकर दीर्घकालिक संस्थागत संबंध में बदला जा सकता है।61. BIO Invest
संयुक्त वक्तव्य में Belgian Investment Company for Developing Countries अर्थात BIO Invest का भी उल्लेख किया गया। भारत और बेल्जियम ने BIO Invest तथा NIIF के बीच पारस्परिक हित के क्षेत्रों में सहयोग की संभावना तलाशने पर सहमति व्यक्त की।62. BLEU
BLEU का पूर्ण रूप Belgium–Luxembourg Economic Union है। भारत और बेल्जियम ने भारत-BLEU संयुक्त आर्थिक आयोग को आर्थिक सहयोग के प्रमुख संस्थागत तंत्र के रूप में महत्त्व दिया।63. भारत-BLEU संयुक्त आर्थिक आयोग
यह आयोग भारत और Belgium–Luxembourg Economic Union के बीच आर्थिक संवाद का संस्थागत मंच है। संयुक्त वक्तव्य के अनुसार इसका 19वाँ सत्र 2026 में आयोजित किया जाना अपेक्षित था।64. कुशल मानव संसाधन की गतिशीलता
भारत और बेल्जियम ने कुशल पेशेवरों, विद्यार्थियों, शोधकर्ताओं और व्यावसायिक यात्रियों की आवाजाही के बढ़ते महत्त्व को स्वीकार किया। आधुनिक आर्थिक संबंधों में वस्तुओं के साथ ज्ञान, कौशल और सेवाओं की आवाजाही भी अत्यंत महत्त्वपूर्ण है।65. वीजा सुविधा
दोनों देशों ने द्विपक्षीय संपर्क बढ़ने के साथ सुगम और त्वरित वीजा प्रक्रिया की आवश्यकता स्वीकार की। भारत में बेल्जियम की वीजा सेवा क्षमता को बढ़ाया जा रहा है।66. यूरोपीय संघ कानूनी प्रवेश कार्यालय
भारत में प्रायोगिक यूरोपीय संघ कानूनी प्रवेश कार्यालय के प्रारंभ का स्वागत किया गया। इसका उद्देश्य पेशेवरों, कुशल श्रमिकों और विद्यार्थियों के लिए वैध आवाजाही मार्गों को बढ़ावा देना है।67. लोगों के बीच संबंध
दीर्घकालिक द्विपक्षीय संबंध केवल सरकारों पर आधारित नहीं होते। विद्यार्थी, शोधकर्ता, व्यवसाय, पेशेवर और सांस्कृतिक संस्थाएँ समाजों के बीच स्थायी संबंध बनाते हैं। इसलिए शिक्षा और मानव गतिशीलता भारत-बेल्जियम संबंधों के महत्त्वपूर्ण स्तंभ हैं।68. सुधारित बहुपक्षवाद
भारत और बेल्जियम ने संयुक्त राष्ट्र चार्टर को केंद्र में रखते हुए सुधारित और प्रभावी बहुपक्षवाद का समर्थन किया। सुधारित बहुपक्षवाद का अर्थ वैश्विक संस्थाओं को वर्तमान राजनीतिक और आर्थिक वास्तविकताओं के अनुरूप बनाना है।69. संयुक्त राष्ट्र सुरक्षा परिषद सुधार
दोनों देशों ने सुरक्षा परिषद को वर्तमान विश्व का अधिक प्रतिनिधित्व करने योग्य बनाने के लिए सुधार की आवश्यकता पर बल दिया। भारत का तर्क है कि वर्तमान संरचना विकासशील देशों और उभरती शक्तियों का पर्याप्त प्रतिनिधित्व नहीं करती।70. भारत की स्थायी सदस्यता के लिए समर्थन
बेल्जियम ने विस्तारित और सुधारित संयुक्त राष्ट्र सुरक्षा परिषद में भारत की स्थायी सदस्यता की उम्मीदवारी के प्रति अपना समर्थन दोहराया। यह भारत की दीर्घकालिक सुरक्षा परिषद सुधार नीति के लिए महत्त्वपूर्ण राजनयिक समर्थन है।71. अस्थायी सदस्यता के लिए पारस्परिक समर्थन
भारत और बेल्जियम ने सुरक्षा परिषद की अस्थायी सदस्यता के लिए एक-दूसरे की उम्मीदवारी का समर्थन करने पर सहमति व्यक्त की—भारत के लिए 2028–29 और बेल्जियम के लिए 2037–38। यह प्रारंभिक परीक्षा के लिए महत्त्वपूर्ण तथ्य है।72. यूक्रेन
दोनों देशों ने यूक्रेन युद्ध पर चर्चा की और संयुक्त राष्ट्र चार्टर तथा अंतरराष्ट्रीय कानून के अनुरूप संवाद और कूटनीति के माध्यम से व्यापक, न्यायपूर्ण और स्थायी शांति के प्रयासों का समर्थन किया।73. पश्चिम एशिया
भारत और बेल्जियम ने पश्चिम एशिया की परिस्थितियों पर भी चर्चा की और शांतिपूर्ण समाधान के लिए संवाद तथा कूटनीतिक संपर्क पर बल दिया। यह क्षेत्र ऊर्जा, समुद्री मार्ग, भारतीय प्रवासी समुदाय और वैश्विक सुरक्षा के कारण भारत के लिए अत्यंत महत्त्वपूर्ण है।74. सुरक्षित समुद्री नौवहन
दोनों पक्षों ने सुरक्षित और निर्बाध समुद्री नौवहन के महत्त्व पर बल दिया। महत्त्वपूर्ण समुद्री मार्गों में व्यवधान से मालभाड़ा, बीमा लागत और आपूर्ति शृंखला पर गंभीर प्रभाव पड़ सकता है।75. रणनीतिक स्वायत्तता
बेल्जियम और यूरोपीय संघ के साथ भारत का बढ़ता सहयोग उसकी विविध साझेदारी की विदेश नीति को दर्शाता है। रणनीतिक स्वायत्तता का अर्थ अलगाव नहीं, बल्कि विभिन्न साझेदारियों के बीच अपने राष्ट्रीय हितों के अनुसार स्वतंत्र निर्णय लेने की क्षमता बनाए रखना है।76. आर्थिक सुरक्षा
आर्थिक सुरक्षा आधुनिक अंतरराष्ट्रीय संबंधों का प्रमुख विषय बन चुकी है। सेमीकंडक्टर, महत्वपूर्ण खनिज, ऊर्जा प्रणाली, डिजिटल अवसंरचना और रणनीतिक तकनीक अब केवल व्यापारिक वस्तुएँ नहीं बल्कि राष्ट्रीय सुरक्षा से जुड़ी संपत्तियाँ भी हैं।77. सहनशील आपूर्ति शृंखला
सहनशील आपूर्ति शृंखला वह है जो बड़े व्यवधानों का सामना कर सके और शीघ्र सामान्य हो सके। आपूर्तिकर्ताओं का विविधीकरण, घरेलू उत्पादन, रणनीतिक भंडार, विश्वसनीय साझेदारी और पुनर्चक्रण इसकी सहनशीलता बढ़ा सकते हैं।78. मित्र-आधारित आपूर्ति शृंखला
मित्र-आधारित आपूर्ति शृंखला का अर्थ उत्पादन और आपूर्ति को ऐसे देशों की ओर विविधीकृत करना है जिन्हें विश्वसनीय आर्थिक या रणनीतिक साझेदार माना जाता है। इससे कुछ भू-राजनीतिक जोखिम कम हो सकते हैं, किंतु अत्यधिक विभाजन लागत भी बढ़ा सकता है।79. जोखिम में कमी
जोखिम में कमी का अर्थ किसी एक देश, आपूर्तिकर्ता या तकनीक पर अत्यधिक निर्भरता को कम करना है, न कि आवश्यक रूप से पूर्ण आर्थिक अलगाव करना। सेमीकंडक्टर और महत्वपूर्ण खनिजों में भारत-यूरोप सहयोग को इसी दृष्टि से देखा जा सकता है।80. प्रौद्योगिकी और भू-राजनीति
उन्नत चिप, कृत्रिम बुद्धिमत्ता, दूरसंचार, महत्वपूर्ण खनिज और साइबर अवसंरचना पर नियंत्रण आर्थिक प्रतिस्पर्धा और राष्ट्रीय सुरक्षा दोनों को प्रभावित करता है। इसलिए प्रौद्योगिकी साझेदारी विदेश नीति का केंद्रीय भाग बन रही है।81. हीरों से उन्नत प्रौद्योगिकी तक
भारत-बेल्जियम संबंधों के परिवर्तन को 'हीरों से उन्नत प्रौद्योगिकी तक' के रूप में समझा जा सकता है। जो संबंध कभी मुख्यतः हीरा व्यापार और पारंपरिक वाणिज्य से पहचाना जाता था, वह अब रणनीतिक उद्योग, स्वच्छ ऊर्जा और उच्च प्रौद्योगिकी तक फैल रहा है।82. व्यापारिक साझेदार से रणनीतिक साझेदार तक
रणनीतिक संवाद, रक्षा सहयोग, आतंकवाद-रोधी तंत्र, समुद्री सुरक्षा और महत्वपूर्ण तकनीकी सहयोग यह दर्शाते हैं कि संबंध सामान्य आर्थिक कूटनीति से आगे बढ़ रहे हैं। मुख्य परीक्षा में यही संरचनात्मक परिवर्तन विशेष महत्त्व रखता है।83. यूरोप के प्रवेश द्वार के रूप में बेल्जियम
बेल्जियम की भौगोलिक स्थिति, यूरोपीय संघ की सदस्यता, विकसित बंदरगाह और लॉजिस्टिक नेटवर्क भारतीय कंपनियों को यूरोपीय बाजारों तक पहुँचने में सहायता कर सकते हैं।84. बेल्जियम के लिए भारत का महत्त्व
भारत बड़ा बाजार, कुशल मानव संसाधन, बढ़ती विनिर्माण क्षमता और उन्नत तकनीकों की बढ़ती माँग प्रदान करता है। भारत की बढ़ती आर्थिक और भू-राजनीतिक भूमिका उसे यूरोप के लिए महत्त्वपूर्ण दीर्घकालिक साझेदार बनाती है।85. भारत के लिए अवसर
रक्षा विनिर्माण, औषधि, जैव प्रौद्योगिकी, सेमीकंडक्टर, महत्वपूर्ण खनिज पुनर्चक्रण, बंदरगाह, अपतटीय पवन ऊर्जा, हरित हाइड्रोजन और लॉजिस्टिक्स में बड़े अवसर उपलब्ध हैं।86. चुनौती — व्यापार का संकेंद्रण
ऐतिहासिक रूप से हीरा व्यापार जैसे कुछ क्षेत्रों का द्विपक्षीय व्यापार में बड़ा महत्त्व रहा है। दीर्घकालिक आर्थिक सहनशीलता के लिए उच्च-मूल्य विनिर्माण, सेवाओं और तकनीकी क्षेत्रों में विविधीकरण आवश्यक है।87. चुनौती — नियामकीय अंतर
यूरोप में भारतीय कंपनियों को उत्पाद मानक, पर्यावरण, आँकड़ा संरक्षण, श्रम और स्थिरता से जुड़े जटिल नियमों का पालन करना पड़ सकता है। बेहतर नियामकीय संवाद अनावश्यक बाधाओं को कम कर सकता है।88. चुनौती — कार्बन संबंधी नियम
यूरोप के जलवायु-संबंधी व्यापार नियम कार्बन-गहन उद्योगों के लिए अतिरिक्त समायोजन लागत पैदा कर सकते हैं। भारतीय उद्योगों को स्वच्छ ऊर्जा, ऊर्जा दक्षता और कम-कार्बन उत्पादन में निवेश बढ़ाना होगा।89. चुनौती — प्रौद्योगिकी तक पहुँच
