What Happened
The Colombo Security Conclave has strengthened regional maritime-security cooperation through a three-day Table Top Exercise conducted at the Indian Navy's Eastern Naval Command in Visakhapatnam. The exercise, held from 9 to 11 September 2026, focused on developing a coordinated response to illicit maritime activities in the Indian Ocean Region. Narcotics smuggling and human trafficking are also transnational challenges. Maritime criminal networks can operate across several jurisdictions, making isolated national responses less effective. Information sharing and coordinated enforcement are therefore essential. A vessel suspected of illicit activity may move between national maritime zones, while the network financing or organising the operation may be located in another country.
IUU fishing is another major concern. Illegal, unreported and unregulated fishing can damage marine ecosystems, reduce legitimate fish stocks and threaten the livelihoods of coastal communities. It can also create maritime-law-enforcement challenges. Monitoring vast ocean areas requires satellite information, surveillance aircraft, ships, coastal radar networks and cooperation between neighbouring states.
A central objective of the exercise was consequently to improve Maritime Domain Awareness, or MDA. Maritime Domain Awareness refers broadly to having an effective understanding of activities occurring in the maritime environment that could affect security, safety, the economy or the environment. MDA can draw on coastal radar, Automatic Identification System information, satellite data, intelligence, patrols and information-sharing networks.
Participants reviewed existing Standard Operating Procedures and worked to streamline information-sharing arrangements. This is crucial because regional cooperation is not useful if information reaches partner countries too slowly or agencies follow incompatible procedures during a fast-moving incident. Exercises allow participants to identify gaps before an actual emergency occurs.
The Colombo Security Conclave is significant in India's wider Indian Ocean strategy because it provides a regional platform for cooperation on practical security issues. Rather than focusing only on conventional military threats, it addresses challenges such as maritime safety, trafficking, terrorism, cybersecurity and disaster response.
