Prohibition and Certiorari are the two writs particularly associated with judicial control over subordinate courts and tribunals.
Both help a superior court ensure that inferior judicial or quasi-judicial bodies remain within the limits of their lawful jurisdiction.
The crucial difference concerns the stage and purpose of intervention.
Prohibition is primarily preventive: it stops a subordinate body from continuing proceedings when it is acting without or beyond jurisdiction.
Certiorari is generally corrective: it can be used to quash a decision or proceeding affected by a jurisdictional or comparable legal defect.
