He urged member countries to strengthen their collective response to terrorism and promote economic cooperation based on mutual respect, sovereignty and practical outcomes.

3. India's Representative

4. What Is the Shanghai Cooperation Organisation?
The Shanghai Cooperation Organisation is a regional intergovernmental organisation that promotes cooperation in security, politics, economics and other areas. It was established on 15 June 2001 in Shanghai, China.

6. India's Membership
India became a full member of the SCO in 2017, alongside Pakistan. India's membership provides an additional multilateral platform for engagement with Central Asian countries, Russia, China and other members.
7. Expansion of SCO Membership
Iran became a full member in 2023, while Belarus joined in 2024. As of October 2026, the SCO has ten full members: Belarus, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan.
8. SCO Headquarters
The SCO Secretariat is located in Beijing, China. The organisation's Regional Anti-Terrorist Structure, commonly called RATS, is headquartered in Tashkent, Uzbekistan. Students should distinguish these two institutions and their locations.
9. Council of Heads of Government
The SCO Council of Heads of Government is an important decision-making mechanism concerned primarily with economic cooperation, budgets and practical collaboration among member states. It is distinct from the Council of Heads of State, which addresses the organisation's broader strategic direction.
10. India's Counterterrorism Message
Rajnath Singh called for coordinated action to dismantle the entire ecosystem supporting terrorism. He stressed that counterterrorism efforts must address not only perpetrators but also networks providing financing, support and safe havens.
11. Terrorism and Economic Development
India highlighted that terrorism causes loss of life, disrupts investment and commerce, encourages radicalisation and restricts opportunities for young people. The statement linked regional security directly with economic and social development.
12. Opposition to Double Standards
India emphasised that terrorism cannot be justified through selective interpretations or inconsistent standards. This position reflects India's longstanding argument that international counterterrorism cooperation should be consistent and comprehensive.
13. Sovereignty and Territorial Integrity
India stated that connectivity projects must respect the sovereignty and territorial integrity of all participating countries. This principle is particularly relevant to international infrastructure corridors that cross national boundaries.
14. Importance of Consultation
The Indian position stressed that connectivity initiatives should be developed through consultation with affected countries. Projects lacking mutual consent and respect for national interests may face political and operational difficulties.
15. International North-South Transport Corridor
Rajnath Singh highlighted the International North-South Transport Corridor, or INSTC, as an important initiative for connecting markets. The corridor is a multimodal transport network intended to improve trade links involving India, Iran, Russia and wider Eurasian markets.
16. Chabahar Port
India also highlighted Chabahar Port in Iran as a significant connectivity initiative. The port can support India's access to Afghanistan and Central Asia and provide alternative commercial routes linking the Indian Ocean with inland Eurasian markets.
17. Beyond Physical Infrastructure
India argued that regional connectivity should extend beyond roads, railways and ports. Simplified customs procedures, digital trade documentation and efficient logistics are also essential for reducing the cost of cross-border business.
18. Digital Documentation
Digital documentation can reduce paperwork and administrative delays in international trade. Its benefits depend on interoperability, legal recognition, cybersecurity and cooperation among participating customs authorities.
19. Resilient Supply Chains
India called for stronger and more resilient supply chains in response to geopolitical tensions and disruptions to international trade. Supply-chain resilience involves diversifying sourcing, improving logistics and reducing excessive dependence on vulnerable routes.
20. Global Economic Challenges
The meeting considered a difficult international economic environment marked by geopolitical uncertainty, supply-chain disruptions, energy and food security concerns and emerging technological divides.
21. Economic Cooperation Action Plan
India supported the Action Plan for the Programme of Multilateral Trade and Economic Cooperation for 2026–2030. The meeting subsequently adopted this action plan as part of its decisions.
22. Meaning of PMTEC
PMTEC refers to the Programme of Multilateral Trade and Economic Cooperation within the SCO framework. The 2026–2030 action plan provides a framework for practical economic collaboration during the specified period.
23. Adoption of Joint Communiqué
The heads of delegation adopted a Joint Communiqué at the 25th Council of Heads of Government meeting. A joint communiqué is an official statement recording the collective conclusions or decisions of participating delegations.
24. SCO Budget for 2027
The meeting adopted the SCO budget for 2027 along with relevant financial and administrative decisions. Budget approval is one of the principal institutional functions of the Council of Heads of Government.
25. Anti-Drug Centre in Dushanbe
India welcomed the decision taken at the earlier SCO Summit in Bishkek to establish an Anti-Drug Centre in Dushanbe as a permanent body of the organisation. The centre is intended to strengthen cooperation against drug-related threats.
26. Universal Centre in Tashkent
India also welcomed the decision to establish a Universal Centre in Tashkent. Rajnath Singh emphasised that the effectiveness of new institutions would depend on coordination and timely implementation rather than simply creating additional organisational structures.
27. Earlier SCO Summit in Bishkek
The Defence Minister referred to discussions at the SCO Summit in Bishkek during August–September 2026. He recalled Prime Minister Narendra Modi's emphasis on security, connectivity and opportunity as important areas of cooperation.
28. Consensus-Based Decision-Making
India emphasised sovereign equality, consensus and mutual respect as important principles for the SCO. It argued that institutional reforms should respond to clearly identified needs and produce measurable benefits.
29. Opportunities for Young People
The Indian address stressed that the success of international cooperation should be judged partly by the opportunities created for young people. This includes access to employment, entrepreneurship, technology and broader economic participation.
30. Support for Entrepreneurs and Farmers
India called for economic cooperation that benefits entrepreneurs, farmers and small businesses. This reflects the view that regional integration should produce benefits beyond governments and large corporations.
31. India's Digital Public Infrastructure
Rajnath Singh highlighted India's Digital Public Infrastructure as an example of technology supporting public services and financial inclusion. Digital identity, digital payments and interoperable public platforms are important components of India's wider digital development experience.
32. Women-Led Development
India highlighted women-led development as an important element of inclusive growth. The address connected economic opportunities and social participation with the broader development agenda of SCO countries.
33. International Solar Alliance
India referred to the International Solar Alliance, or ISA, as an example of international cooperation on affordable clean energy. The initiative promotes solar energy deployment and collaboration among participating countries.
34. Coalition for Disaster Resilient Infrastructure
The Coalition for Disaster Resilient Infrastructure, or CDRI, was also highlighted. It promotes cooperation to make infrastructure more resilient to disasters and climate-related risks.
35. Mission LiFE
Mission LiFE stands for Lifestyle for Environment. It promotes environmentally responsible individual and community behaviour, including sustainable consumption and resource use.
36. Global Biofuel Alliance
India highlighted the Global Biofuel Alliance as an initiative supporting cleaner and more sustainable energy solutions. The alliance promotes cooperation related to biofuels, standards and technology.
37. First SCO Civilisational Dialogue Forum
India invited SCO member states to participate in the first SCO Civilisational Dialogue Forum, which India was scheduled to host later in 2026. The forum was presented as an opportunity to strengthen understanding and connections among societies.
38. Areas Reviewed at the Meeting
The meeting reviewed cooperation in transport, finance, the digital economy and social development. These discussions illustrate that the SCO's agenda extends beyond security to economic and developmental issues.
39. Importance for India's Central Asia Policy
The SCO provides India with an important platform for engaging Central Asian states. Connectivity through Chabahar and the INSTC, regional security and trade facilitation are relevant to India's strategic and economic interests in the region.
40. Overall Significance
The 25th SCO Council of Heads of Government meeting combined discussions on terrorism, sovereignty, connectivity and economic cooperation. For India, the meeting reinforced its positions on comprehensive counterterrorism and internationally acceptable connectivity while supporting the 2026–2030 economic cooperation action plan and the organisation's 2027 budget.

Why It Matters
The meeting is significant for India's relations with Central Asia and other SCO members. It provided an opportunity to reaffirm India's position on terrorism and the importance of respecting sovereignty in cross-border infrastructure projects. India's references to Chabahar Port and the International North-South Transport Corridor connect the SCO agenda with India's long-term trade and connectivity interests. The adoption of the 2026–2030 economic cooperation action plan and 2027 budget represents concrete institutional decisions. The discussions are particularly relevant to UPSC international relations, regional organisations, security cooperation and economic diplomacy.
