1. Why is PRAMAAN in News?

India reached an important milestone in sustainable forestry and forest-product certification in September 2026 when the first PRAMAAN certificates under the Indian Forest and Wood Certification Scheme (IFWCS) were awarded. The certificates were handed over on 29 September 2026 in New Delhi. This marked the movement of the certification framework from policy design to actual field-level certification.

The first certificates were presented to the Andhra Pradesh Forest Development Corporation for plantations covering approximately 33,000 hectares and to a farmer associated with the Odisha Bamboo Development Agency. The plantations underwent field and management audits before certification.

2. What is PRAMAAN?

PRAMAAN stands for Programme for Recognition and Accreditation of Sustainable Management Practices for Agroforestry and Natural Forestry Resources. It provides a nationally accepted framework for certification related to forests, wood and non-timber forest products. Its broader objective is to promote credible and verifiable sustainable management practices and strengthen market linkages for certified forest and agroforestry products.

3. What is the Indian Forest and Wood Certification Scheme?

The Indian Forest and Wood Certification Scheme, abbreviated as IFWCS, is India's national forest certification framework. It was launched by the Ministry of Environment, Forest and Climate Change in December 2023 to promote sustainable forest management and agroforestry.

An important examination point is that IFWCS provides voluntary third-party certification. Therefore, it should not be confused with a compulsory statutory licence required for every forest or wood-based activity.

4. Ministry Concerned

IFWCS comes under the Ministry of Environment, Forest and Climate Change. 7. Indian Forest Management Standard

The Forest Management certification under IFWCS is assessed against the Indian Forest Management Standard. The standard forms part of the National Working Plan Code 2023.

8. National Working Plan Code 2023

9. Trees Outside Forests

Trees Outside Forests, commonly abbreviated as TOF, refers broadly to trees growing outside areas conventionally recorded as forests. These can include trees on farms, agroforestry plots, private lands and other landscapes.

Increasing trees outside forests can reduce pressure on natural forests by supplying timber and other tree-based products from agricultural and private landscapes. They may also contribute to carbon sequestration, soil protection, livelihood diversification and landscape connectivity.

10. Agroforestry

Agroforestry is a land-use system in which trees or woody perennial plants are deliberately integrated with crops and/or livestock. It differs from conventional monoculture agriculture because trees form an intentional component of the production system.

Agroforestry may provide timber, fruits, fodder, fuelwood and other products while contributing to soil health, microclimate regulation, carbon storage and livelihood diversification.

11. Chain of Custody Certification

Chain of Custody certification is particularly important from the perspective of sustainable trade. Sustainable production at the forest or farm level is not enough if certified and uncertified material becomes indistinguishably mixed during processing and trade.

Chain of Custody certification therefore provides mechanisms to trace certified material as it moves through stages such as harvesting, transportation, processing, manufacturing and distribution. It helps establish credibility regarding the origin of forest-based products.

12. Who Oversees IFWCS?

The scheme is overseen by the Indian Forest and Wood Certification Council, which functions as a multi-stakeholder advisory body.

Its representation includes institutions and stakeholders connected with forestry, certification, agriculture, trade, state forest administration and wood-based industries.

13. Operating Agency — IIFM Bhopal

The Indian Institute of Forest Management (IIFM), Bhopal acts as the operating agency for the Indian Forest and Wood Certification Scheme. It is responsible for the overall management of the certification scheme.

14. Certification Bodies and NABCB

Certification is based on independent assessment rather than merely on self-declaration. Certification bodies conduct audits to determine whether applicants satisfy the prescribed standards.

15. NABCB and Quality Council of India

The National Accreditation Board for Certification Bodies operates under the Quality Council of India (QCI). This distinction is important: NABCB accredits certification bodies, while certification bodies conduct independent audits and certification assessments.

16. Certification vs Accreditation

UPSC candidates should clearly distinguish these terms. Certification generally means formal confirmation that an organisation, management system, product or process meets specified requirements. Accreditation, in this context, relates to formal recognition of the competence of bodies that perform certification.

Thus, NABCB does not directly manage every forest plantation seeking PRAMAAN certification. It accredits competent certification bodies, which then undertake independent audits.

17. First PRAMAAN Certificate — Andhra Pradesh

One of India's first PRAMAAN certificates was awarded to the Andhra Pradesh Forest Development Corporation. Its plantations covering around 33,000 hectares were certified after field and management audits.

This is important because it demonstrates application of the framework to organised forest plantations.

18. First Certification and Odisha Bamboo Farmer

A PRAMAAN certificate was also awarded to a farmer associated with the Odisha Bamboo Development Agency. This highlights the relevance of certification not only for large forest institutions but also for tree growers and agroforestry participants.

19. Why Bamboo Matters

Bamboo is a highly important renewable biological resource. It can support rural livelihoods and provide raw material for construction, furniture, handicrafts, paper and several value-added products.

A common examination trap is the legal treatment of bamboo in India. The Indian Forest Act, 1927 was amended in 2017 so that bamboo grown outside forests was removed from the definition of 'tree' for the purposes of that Act, facilitating cultivation and harvesting outside forests. Bamboo occurring in forests, however, continues to remain subject to the relevant forest regulatory framework.

20. Non-Timber Forest Products

PRAMAAN's framework also has relevance for non-timber forest products. NTFPs are biological products obtained from forests other than conventional timber. Examples may include gums, resins, medicinal plants, fibres, fruits, seeds and other forest produce depending upon classification and context.

NTFPs are particularly important for the livelihoods of many forest-dependent and tribal communities.

21. Sustainable Forest Management

Sustainable forest management seeks to maintain the ecological, economic and social functions of forests over time. It goes beyond simply planting trees or regulating timber extraction.

A sustainably managed forest landscape should consider regeneration, biodiversity, ecosystem services, soil and water conservation, responsible harvesting and community interests.

22. Why Forest Certification is Needed

Global consumers and markets increasingly demand evidence that timber and other forest products have not originated from destructive or illegal practices. Certification creates an independent verification mechanism through which producers can demonstrate adherence to recognised sustainability standards.

Certification can therefore operate as both an environmental governance instrument and a market instrument.

23. Deforestation-Free Supply Chains

A major contemporary trend in international trade is the movement towards responsible and deforestation-free sourcing. Importers and regulators increasingly seek traceability regarding the origin of commodities and raw materials.

PRAMAAN is intended to help Indian producers and forest-based enterprises demonstrate sustainable sourcing credentials and respond to emerging market requirements.

24. Certification and International Trade

Certification can improve the credibility of forest products in markets where buyers require evidence of sustainability. It can potentially help producers access markets that value independently verified environmental and social standards.

However, certification itself should not be confused with an automatic guarantee of exports or premium prices. Market outcomes depend on demand, product quality, costs, regulatory conditions and other factors.

PRAMAAN should also not be confused with compensatory afforestation. Compensatory afforestation relates to measures associated with diversion of forest land for non-forest purposes under the relevant legal framework. PRAMAAN is a sustainability certification system.

Traceability is the ability to follow the origin and movement of material through a supply chain. In forest-product markets, traceability helps buyers determine whether timber or other products came from certified sources.

Digital records, documentation, labelling and auditing may support traceability, but the central concept is continuity of verified information from source to subsequent stages of the value chain.

इसलिए यह प्रमाणन कटाई, परिवहन, प्रसंस्करण, विनिर्माण और वितरण जैसे विभिन्न चरणों में प्रमाणित सामग्री की पहचान बनाए रखने और उसका स्रोत पता लगाने में सहायता करता है।

12. योजना की निगरानी कौन करता है?

योजना की देखरेख भारतीय वन एवं काष्ठ प्रमाणन परिषद करती है। यह बहु-हितधारक परामर्श निकाय के रूप में कार्य करती है। इसमें वानिकी, प्रमाणन, कृषि, व्यापार, राज्य वन प्रशासन और काष्ठ आधारित उद्योगों से संबंधित संस्थाओं और हितधारकों का प्रतिनिधित्व शामिल है।

13. संचालन संस्था — भारतीय वन प्रबंधन संस्थान, भोपाल

भारत के प्रथम PRAMAAN प्रमाणपत्रों में से एक आंध्र प्रदेश वन विकास निगम को दिया गया। लगभग 33,000 हेक्टेयर क्षेत्र के उसके वृक्षारोपण को क्षेत्रीय और प्रबंधन परीक्षण के बाद प्रमाणित किया गया।

18. ओडिशा का बाँस किसान

एक प्रमाणपत्र ओडिशा बाँस विकास एजेंसी से जुड़े किसान को भी प्रदान किया गया। इससे स्पष्ट होता है कि प्रमाणन व्यवस्था केवल बड़े वन संस्थानों के लिए नहीं, बल्कि वृक्ष उत्पादकों और कृषि-वानिकी से जुड़े किसानों के लिए भी प्रासंगिक है।

19. बाँस का महत्व

बाँस तेजी से नवीकरणीय होने वाला महत्वपूर्ण जैविक संसाधन है। यह ग्रामीण आजीविका, निर्माण, फर्नीचर, हस्तशिल्प, कागज और अनेक मूल्यवर्धित उत्पादों के लिए उपयोगी है।

भारत में बाँस से जुड़ा महत्वपूर्ण परीक्षा तथ्य यह है कि 2017 में भारतीय वन अधिनियम, 1927 में संशोधन करके वन क्षेत्र से बाहर उगाए गए बाँस को उस अधिनियम के प्रयोजन के लिए 'वृक्ष' की परिभाषा से बाहर किया गया। इसका उद्देश्य वन क्षेत्र से बाहर बाँस की खेती और कटाई को सरल बनाना था। वन में स्थित बाँस पर संबंधित वन नियम लागू रहते हैं।

20. गैर-काष्ठ वन उत्पाद

गैर-काष्ठ वन उत्पाद वे जैविक उत्पाद हैं जो परंपरागत काष्ठ के अतिरिक्त वनों से प्राप्त होते हैं। इनमें संदर्भ के अनुसार गोंद, राल, औषधीय पौधे, रेशे, फल और बीज आदि शामिल हो सकते हैं।

इनका वन-निर्भर और जनजातीय समुदायों की आजीविका में विशेष महत्व है।

21. सतत वन प्रबंधन

सतत वन प्रबंधन का उद्देश्य समय के साथ वनों के पारिस्थितिक, आर्थिक और सामाजिक कार्यों को बनाए रखना है। यह केवल वृक्ष लगाने या काष्ठ कटाई नियंत्रित करने तक सीमित नहीं है।

इसमें पुनर्जनन, जैव विविधता, पारिस्थितिकी तंत्र सेवाएँ, मृदा एवं जल संरक्षण, जिम्मेदार कटाई और वन-निर्भर समुदायों के हित शामिल होते हैं।

22. वन प्रमाणन की आवश्यकता

अंतरराष्ट्रीय बाजारों में यह माँग बढ़ रही है कि काष्ठ और अन्य वन उत्पाद विनाशकारी या अवैध गतिविधियों से प्राप्त न हुए हों। प्रमाणन स्वतंत्र सत्यापन का माध्यम प्रदान करता है जिसके द्वारा उत्पादक यह प्रदर्शित कर सकते हैं कि वे निर्धारित सतत मानकों का पालन करते हैं।

23. वनों की कटाई से मुक्त आपूर्ति श्रृंखला

24. प्रमाणन और अंतरराष्ट्रीय व्यापार

जहाँ खरीदार सतत उत्पादन का प्रमाण चाहते हैं, वहाँ प्रमाणन वन उत्पादों की विश्वसनीयता बढ़ा सकता है। यह उत्पादकों को ऐसे बाजारों तक पहुँच में सहायता कर सकता है जो स्वतंत्र रूप से सत्यापित पर्यावरणीय और सामाजिक मानकों को महत्व देते हैं।

फिर भी प्रमाणन को निर्यात या अधिक मूल्य की स्वतः गारंटी नहीं समझना चाहिए।

25. स्वतंत्र तृतीय-पक्ष परीक्षण

इस योजना की केंद्रीय विशेषता स्वतंत्र तृतीय-पक्ष परीक्षण है। यदि उत्पादक बिना बाहरी जाँच के स्वयं को सतत घोषित कर सकें तो प्रमाणन की विश्वसनीयता कमजोर हो सकती है। इसलिए सक्षम परीक्षण, स्पष्ट मानक और संस्थागत स्वतंत्रता आवश्यक हैं।

26. प्रमाणन और जैव विविधता

सतत वन प्रबंधन आवास, पुनर्जनन और पारिस्थितिक प्रक्रियाओं की रक्षा करके जैव विविधता संरक्षण में योगदान दे सकता है। लेकिन किसी वृक्षारोपण का प्रमाणित होना उसे प्राकृतिक वन के पारिस्थितिक रूप से समान नहीं बना देता।

प्राकृतिक वन में सामान्यतः अधिक जटिल प्रजातीय संरचना और पारिस्थितिक अंतःक्रियाएँ होती हैं।

27. वृक्षारोपण बनाम प्राकृतिक वन

वृक्षारोपण सामान्यतः उद्देश्यपूर्ण रूप से स्थापित वृक्ष व्यवस्था है जिसे काष्ठ, लुगदी, पुनर्स्थापन या अन्य उद्देश्यों के लिए विकसित किया जा सकता है। प्राकृतिक वन प्राकृतिक पारिस्थितिक प्रक्रियाओं से विकसित होते हैं। इसलिए वृक्षारोपण क्षेत्र की वृद्धि को प्राकृतिक वन की हानि का पूर्ण पारिस्थितिक विकल्प नहीं माना जाना चाहिए।

28. प्रमाणन और जलवायु परिवर्तन

सतत वानिकी और कृषि-वानिकी जलवायु परिवर्तन शमन में योगदान कर सकती हैं क्योंकि वृक्ष वायुमंडलीय कार्बन डाइऑक्साइड को अवशोषित करके जैव द्रव्य और मृदा में कार्बन संग्रहित करते हैं।

लेकिन PRAMAAN को कार्बन ऋण प्रमाणन योजना नहीं समझना चाहिए। इसका प्रमुख उद्देश्य सतत वन, वृक्ष और काष्ठ प्रबंधन तथा आपूर्ति श्रृंखला की विश्वसनीयता है।

29. ग्रामीण आजीविका

वन प्रमाणन का आजीविका संबंधी महत्व भी है। छोटे किसान, वृक्ष उत्पादक, वन-निर्भर समुदाय, उत्पादक संगठन और उद्यम प्रमाणित सतत उत्पादों की माँग वाले बाजारों से जुड़ सकते हैं।

2026 के क्रियान्वयन में ग्रामीण और जनजातीय समुदायों, छोटे भू-धारकों, महिला स्वयं सहायता समूहों और कृषि-वानिकी तथा गैर-काष्ठ वन उत्पादों से जुड़े लोगों की भागीदारी पर बल दिया गया।

30. उत्पादक संगठन

छोटे किसानों के लिए व्यक्तिगत रूप से प्रमाणन लागत और दस्तावेजी आवश्यकताओं को पूरा करना कठिन हो सकता है। किसान उत्पादक संगठन जैसी सामूहिक संस्थाएँ दस्तावेजीकरण, उत्पाद एकत्रीकरण, तकनीकी सहायता और बाजार संपर्क में सहायता कर सकती हैं।

31. बाजार आधारित पर्यावरणीय शासन

PRAMAAN ऐसी पर्यावरणीय शासन पद्धति का उदाहरण है जिसमें विनियमन के साथ बाजार प्रोत्साहन का उपयोग किया जाता है। प्रमाणित सतत उत्पादों की पहचान उन्हें बाजार में अलग स्थान प्रदान कर सकती है।

फिर भी प्रमाणन मजबूत वन कानून, निगरानी और प्रवर्तन का विकल्प नहीं है।

32. प्रमाणन और वन स्वीकृति

PRAMAAN प्रमाणन को वन स्वीकृति या पर्यावरणीय स्वीकृति के समान नहीं समझना चाहिए। प्रमाणन सतत मानकों के अनुपालन की पुष्टि करता है, जबकि वैधानिक स्वीकृतियाँ अलग कानूनी व्यवस्थाओं के अंतर्गत आती हैं।
