Certiorari is the writ associated with quashing a decision or proceeding of a subordinate judicial or quasi-judicial body where the legal requirements for such intervention are satisfied.
It is commonly contrasted with Prohibition.
Prohibition is preventive and generally operates while proceedings are still pending; Certiorari is corrective and can operate after a decision has been made.
Grounds traditionally associated with Certiorari include absence or excess of jurisdiction, serious legal error within the recognised scope of judicial review, or violation of principles of natural justice.
The writ enables a superior court to supervise the lawful exercise of adjudicatory power by inferior bodies.
It is not an ordinary appeal in which every factual or legal disagreement is reconsidered.
Its role is supervisory.
For competitive examinations, the most useful distinction is straightforward: if the proceeding is still continuing and must be stopped, think Prohibition; if an unlawful decision has already been made and is to be quashed, think Certiorari.
