Which Article of the Indian Constitution provides for the organisation of Village Panchayats?
Correct Answer
B. Article 40B.
Explanation
Article 40 of the Constitution directs the State to take steps to organise Village Panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government.
The provision reflects the constitutional importance attached to democratic decentralisation.
Instead of concentrating every administrative function at the Union or State level, local self-government allows people to participate directly in decisions concerning their villages and local communities.
Panchayats can deal with matters closely connected with everyday rural life, including local infrastructure, sanitation, drinking water, community development and implementation of development programmes.
Article 40 was originally a Directive Principle and therefore did not itself create a uniform, constitutionally entrenched Panchayati Raj system throughout India.
A major transformation came with the 73rd Constitutional Amendment Act, 1992, which gave constitutional status to Panchayats and inserted Part IX into the Constitution.
It provided a more systematic constitutional framework for rural local government.
Article 40 remains important because it represents the original constitutional commitment to village self-government and decentralised democracy.
