What Happened

Coal India Limited (CIL) is expanding beyond conventional coal mining into a diversified portfolio covering energy, minerals, advanced materials and research and development. On 20 September 2026, the Ministry of Coal released details of the company's technology-led diversification strategy, including four major coal-to-chemicals initiatives with a combined estimated investment of approximately ₹69,346 crore.

The announcement is significant for India's energy sector because Coal India is exploring additional uses for its existing resources and capabilities while developing new business areas. Its diversification strategy covers five principal platforms: coal gasification and coal-to-chemicals; thermal power; renewable energy and energy storage; critical minerals and advanced materials; and diversified minerals, including iron ore.

The Ministry described the strategy as diversification with purpose. Its stated objectives include supporting energy security, mineral security, import substitution, indigenous technology development, domestic manufacturing and commercially sustainable business growth.

An important examination point is that diversification does not mean Coal India has stopped producing coal. The announcement concerns the expansion of its business portfolio alongside its conventional mining operations.

1. Coal Gasification and Coal-to-Chemicals

Coal gasification is a process in which coal is converted into a combustible gas mixture called synthesis gas or syngas. The gas generally contains carbon monoxide and hydrogen, although its precise composition depends on the feedstock and process conditions.

Syngas can be used as an intermediate material to manufacture synthetic natural gas, ammonia, methanol and other chemicals. Through additional industrial processes, these materials can support the production of fertilisers and other industrial products.

Coal India has identified four major coal-to-chemicals initiatives. Their combined estimated project cost is approximately ₹69,346 crore.

The first is Talcher Fertilizers Limited, with a planned urea production capacity of 1.27 million metric tonnes per annum and an estimated project cost of ₹19,062.22 crore.

The second is Bharat Coal Gasification & Chemicals Limited, with a planned ammonium nitrate capacity of 0.66 million metric tonnes per annum and an estimated project cost of ₹25,015.89 crore.

The third is Coal Gas India Limited, with a planned synthetic natural gas capacity of 633.6 million normal cubic metres annually and an estimated project cost of ₹13,052.81 crore.

The fourth is the CIL–BPCL Chandrapur coal-to-synthetic-natural-gas initiative. Its planned annual capacity is also 633.6 million normal cubic metres, with an estimated project cost of ₹12,214.86 crore.

Students should distinguish the products of these projects. Talcher Fertilizers is associated with urea, Bharat Coal Gasification & Chemicals with ammonium nitrate, and the other two initiatives with synthetic natural gas.

The Ministry identified the adaptation of gasification technology to high-ash Indian coal as an important technical priority. Ash is the inorganic residue associated with coal. Its presence can affect processing, equipment performance and waste management.

Other priorities include process optimisation, localisation of critical equipment, advanced process control, digital twins, predictive maintenance and improved management of water, ash and emissions.

A digital twin is a digital representation of a physical asset or process that can be used for monitoring, simulation and analysis. Predictive maintenance uses equipment data and analytical methods to identify potential maintenance needs before failures occur.

The Ministry stated that the replication of coal-to-chemicals projects will be pursued after operating data and commercial performance have been verified. This distinction is important: an announced investment or planned capacity does not establish that a facility is already operating at its proposed output.

2. Underground Coal Gasification

Coal India is also pursuing underground coal gasification, abbreviated as UCG. This technology seeks to convert coal into syngas while the coal remains underground.

It is being explored as a possible method of using deep-seated or otherwise difficult-to-mine coal resources. However, the Ministry explicitly noted that the technology has not yet been commercially proven globally.

Coal India is therefore following a phased pilot approach at the Kasta West Block of Eastern Coalfields Limited.

Phase I of the pilot was completed on 31 May 2025. Phase II began on 20 June 2025 and includes detailed engineering, directional drilling, injection and production wells, and ignition and control systems. Completion of Phase II was scheduled for 2026.

The project should be described as a pilot, not as an established commercial underground gasification operation.

3. Thermal Power Expansion

Coal India and Damodar Valley Corporation are implementing a proposed 2 × 800 MW ultra-supercritical brownfield expansion at Chandrapura in Jharkhand through a proposed 50:50 joint venture.

The total planned generation capacity of the two units is 1,600 MW.

A brownfield expansion means the development of additional capacity at or in connection with an existing industrial facility, rather than the creation of an entirely new facility at an undeveloped location.

Ultra-supercritical thermal power technology operates at high steam temperatures and pressures. Such conditions can improve the efficiency of converting heat into electricity compared with less advanced steam-cycle configurations.

However, improved efficiency does not mean that a coal-fired power plant produces no greenhouse-gas emissions. Coal combustion continues to generate carbon dioxide and requires appropriate pollution-control and environmental-management measures.

4. Solar Energy and Battery Storage

The Ministry reported that Coal India had approximately 550 MW of commissioned solar capacity.

This figure is important because it refers to commissioned capacity, which is different from a proposed project or a target for future installation.

Coal India is also pursuing grid-scale Battery Energy Storage System initiatives, commonly abbreviated as BESS.

A battery energy storage system stores electrical energy and releases it when required. Such systems can support electricity-network flexibility and help manage differences between the timing of electricity generation and demand.

Solar generation depends on sunlight and therefore varies during the day. Battery storage can help shift some electricity from periods of generation to periods when it is needed, subject to the system's capacity and operating conditions.

Students should distinguish MW and MWh. Megawatt measures power, while megawatt-hour measures energy. A battery system's power rating and energy-storage capacity describe different characteristics.

The Ministry did not provide a single completed national BESS capacity figure for Coal India in this announcement. Therefore, the reported 550 MW of commissioned solar capacity should not be confused with battery-storage capacity.

5. Critical Minerals and Advanced Materials

Coal India's diversification also includes opportunities in critical minerals and downstream advanced materials.

Critical minerals are minerals considered important for economic, technological or strategic applications and potentially exposed to supply-chain risks. Their precise classification depends on the country and the relevant policy framework.

These minerals may be used in batteries, electronics, renewable-energy systems, industrial equipment and other technologies.

The Ministry's announcement identifies critical minerals as a business-development priority. It does not state that Coal India has already achieved commercial production of every mineral or advanced material under consideration.

The strategy also includes diversified minerals such as iron ore. This indicates that the company is examining business opportunities beyond coal and coal-derived products.

6. Research and Development Policy, 2026

A major institutional component of the announcement is Coal India's independent Research and Development Policy and Guidelines, 2026.

The Ministry explained that the company's research framework evolved through several stages. A Standing Committee on Science and Technology was established in 1975, an R&D Board was constituted in 1994, and an Apex Committee was established in 2003.

The 2026 framework prioritises projects at Technology Readiness Level 4 and above.

Technology Readiness Levels are used to describe the maturity of a technology. They help distinguish early scientific concepts from technologies that have undergone more advanced development and validation.

Coal India's identified research priorities include mine planning, productivity, safety, exploration, artificial intelligence, machine learning, Internet of Things-based smart mining, environmental sustainability, waste-to-wealth technologies, alternative uses of coal, renewable energy and mineral processing.

The National Centre for Coal and Energy Research, abbreviated as NaCCER, functions as the independent nodal agency and central hub of the research ecosystem described in the release.

The framework uses a hub-and-spoke approach linking Coal India's Centres of Excellence with IITs, NITs, CSIR laboratories, other research institutions, subsidiaries, incubation centres, start-ups and industry partners.

7. Major Centres of Excellence

The Ministry identified several research centres supported by Coal India.

The CIL Centre of Sustainable Energy at IIT Madras has support of ₹87.90 crore. Its focus includes sustainable materials, repurposing of mines and energy transition.

CLEANZ at IIT Hyderabad has support of ₹98 crore and focuses on clean-coal technology and the utilisation of low-grade Indian coal.

The CIL Centre for Innovation in Mining at IIT (ISM) Dhanbad has support of ₹67.45 crore. Its research areas include Mining 4.0, Internet of Things, smart mines, immersive technologies and 5G.

The CII Centre at IIT (ISM) Dhanbad has support of ₹10 crore and focuses on innovation, incubation, prototyping, virtual reality, simulation and automation.

These centres demonstrate the role of collaboration between public-sector enterprises and technical institutions in developing and testing industrial technologies.

8. Implementation and Environmental Considerations

The Ministry stated that Coal India's Business Development Division will coordinate the diversification portfolio. Its responsibilities include identifying opportunities, developing partnerships, validating technologies, establishing commercial models, obtaining approvals and moving projects towards implementation.

The company also plans to use technical, financial and environmental, social and governance evaluation criteria when examining projects.

Environmental considerations are important because coal gasification, coal-based chemical production and thermal power generation can involve substantial resource use and emissions. Diversification into renewable energy does not automatically remove the environmental impacts associated with other business activities.

The success of the announced strategy will depend on project execution, technology performance, commercial viability, environmental safeguards and the availability of required infrastructure.

कोल इंडिया लिमिटेड पारंपरिक कोयला खनन से आगे बढ़कर ऊर्जा, खनिज, उन्नत सामग्री तथा अनुसंधान एवं विकास से संबंधित विविध व्यवसायों में विस्तार कर रही है। कोयला मंत्रालय ने 20 सितंबर 2026 को कंपनी की प्रौद्योगिकी आधारित विविधीकरण रणनीति का विवरण जारी किया। इसमें लगभग ₹69,346 करोड़ के संयुक्त अनुमानित निवेश वाली चार प्रमुख कोयला-से-रसायन परियोजनाएँ शामिल हैं।

1. कोयला गैसीकरण और कोयले से रसायन निर्माण

कोयला गैसीकरण ऐसी प्रक्रिया है जिसमें कोयले को एक ज्वलनशील गैसीय मिश्रण में परिवर्तित किया जाता है। इसे संश्लेषण गैस कहा जाता है। इस गैस में सामान्यतः कार्बन मोनोऑक्साइड और हाइड्रोजन होते हैं, हालाँकि इसकी सटीक संरचना कच्चे पदार्थ और प्रक्रिया की परिस्थितियों पर निर्भर करती है।

संश्लेषण गैस का उपयोग कृत्रिम प्राकृतिक गैस, अमोनिया, मेथनॉल और अन्य रसायनों के निर्माण में मध्यवर्ती पदार्थ के रूप में किया जा सकता है। अतिरिक्त औद्योगिक प्रक्रियाओं के माध्यम से ये पदार्थ उर्वरकों और अन्य औद्योगिक उत्पादों के निर्माण में सहायक हो सकते हैं।

कोल इंडिया ने चार प्रमुख कोयला-से-रसायन परियोजनाओं की पहचान की है। इनकी संयुक्त अनुमानित परियोजना लागत लगभग ₹69,346 करोड़ है।

पहली परियोजना तलचर फर्टिलाइजर्स लिमिटेड है। इसकी नियोजित यूरिया उत्पादन क्षमता 12.7 लाख मीट्रिक टन प्रतिवर्ष और अनुमानित लागत ₹19,062.22 करोड़ है।

दूसरी परियोजना भारत कोल गैसीफिकेशन एंड केमिकल्स लिमिटेड है। इसकी नियोजित अमोनियम नाइट्रेट उत्पादन क्षमता 6.6 लाख मीट्रिक टन प्रतिवर्ष और अनुमानित लागत ₹25,015.89 करोड़ है।

तीसरी परियोजना कोल गैस इंडिया लिमिटेड है। इसकी नियोजित कृत्रिम प्राकृतिक गैस उत्पादन क्षमता 633.6 मिलियन सामान्य घन मीटर प्रतिवर्ष और अनुमानित लागत ₹13,052.81 करोड़ है।

चौथी परियोजना कोल इंडिया और भारत पेट्रोलियम कॉर्पोरेशन लिमिटेड की चंद्रपुर कोयला-से-कृत्रिम प्राकृतिक गैस पहल है। इसकी नियोजित वार्षिक क्षमता भी 633.6 मिलियन सामान्य घन मीटर है और अनुमानित लागत ₹12,214.86 करोड़ है।

विद्यार्थियों को इन परियोजनाओं के उत्पादों में अंतर याद रखना चाहिए। तलचर फर्टिलाइजर्स का संबंध यूरिया से, भारत कोल गैसीफिकेशन एंड केमिकल्स का अमोनियम नाइट्रेट से और अन्य दो पहलों का कृत्रिम प्राकृतिक गैस से है।

मंत्रालय ने अधिक राख वाले भारतीय कोयले के अनुकूल गैसीकरण प्रौद्योगिकी विकसित करने को महत्वपूर्ण तकनीकी प्राथमिकता बताया है। राख कोयले से संबंधित अकार्बनिक अवशेष है। इसकी उपस्थिति प्रसंस्करण, उपकरणों के प्रदर्शन और अपशिष्ट प्रबंधन को प्रभावित कर सकती है।

अन्य प्राथमिकताओं में प्रक्रियाओं का अनुकूलन, महत्वपूर्ण उपकरणों का स्वदेशीकरण, उन्नत प्रक्रिया नियंत्रण, डिजिटल प्रतिरूप, पूर्वानुमान आधारित रखरखाव तथा जल, राख और उत्सर्जन का बेहतर प्रबंधन शामिल हैं।

डिजिटल प्रतिरूप किसी भौतिक परिसंपत्ति अथवा प्रक्रिया का डिजिटल रूप होता है, जिसका उपयोग निगरानी, अनुकरण और विश्लेषण में किया जा सकता है। पूर्वानुमान आधारित रखरखाव में उपकरणों के आँकड़ों और विश्लेषणात्मक विधियों का उपयोग करके खराबी आने से पहले संभावित रखरखाव आवश्यकताओं की पहचान की जाती है।

मंत्रालय ने बताया कि कोयला-से-रसायन परियोजनाओं का अन्य स्थानों पर विस्तार परिचालन आँकड़ों और व्यावसायिक प्रदर्शन के सत्यापन के बाद किया जाएगा। यह अंतर महत्वपूर्ण है। घोषित निवेश या नियोजित क्षमता से यह सिद्ध नहीं होता कि कोई संयंत्र पहले से प्रस्तावित मात्रा में उत्पादन कर रहा है।

2. भूमिगत कोयला गैसीकरण

कोल इंडिया भूमिगत कोयला गैसीकरण की संभावनाएँ भी तलाश रही है। इस तकनीक में कोयले को जमीन के भीतर रहते हुए संश्लेषण गैस में परिवर्तित करने का प्रयास किया जाता है।

इसे गहराई में स्थित अथवा पारंपरिक तरीकों से निकालने में कठिन कोयला संसाधनों के संभावित उपयोग की विधि के रूप में देखा जा रहा है। हालाँकि मंत्रालय ने स्पष्ट किया है कि यह प्रौद्योगिकी अभी वैश्विक स्तर पर व्यावसायिक रूप से प्रमाणित नहीं हुई है।

इसी कारण कोल इंडिया ईस्टर्न कोलफील्ड्स लिमिटेड के कास्ता वेस्ट ब्लॉक में चरणबद्ध प्रायोगिक परियोजना चला रही है।

इस परियोजना का पहला चरण 31 मई 2025 को पूरा हुआ। दूसरा चरण 20 जून 2025 को शुरू हुआ। इसमें विस्तृत अभियांत्रिकी, दिशात्मक ड्रिलिंग, गैस प्रविष्टि और उत्पादन कुएँ तथा प्रज्वलन और नियंत्रण प्रणालियाँ शामिल हैं। दूसरे चरण को वर्ष 2026 में पूरा करने का कार्यक्रम निर्धारित किया गया था।

इस परियोजना को प्रायोगिक पहल के रूप में समझना चाहिए, न कि स्थापित व्यावसायिक भूमिगत गैसीकरण संचालन के रूप में।

3. ताप विद्युत विस्तार

कोल इंडिया और दामोदर घाटी निगम झारखंड के चंद्रपुरा में प्रस्तावित समान भागीदारी वाले संयुक्त उद्यम के माध्यम से 800-800 मेगावाट की दो अल्ट्रा-सुपरक्रिटिकल इकाइयों के विस्तार पर कार्य कर रहे हैं।

दोनों इकाइयों की कुल नियोजित विद्युत उत्पादन क्षमता 1,600 मेगावाट है।

ब्राउनफील्ड विस्तार का अर्थ किसी मौजूदा औद्योगिक परिसर में अथवा उससे संबंधित अतिरिक्त क्षमता विकसित करना है। यह पूर्णतः अविकसित स्थान पर नया परिसर स्थापित करने से अलग है।

अल्ट्रा-सुपरक्रिटिकल ताप विद्युत प्रौद्योगिकी उच्च भाप तापमान और दबाव पर कार्य करती है। ऐसी परिस्थितियाँ कम उन्नत भाप चक्रों की तुलना में ऊष्मा को विद्युत में परिवर्तित करने की दक्षता बेहतर बना सकती हैं।

हालाँकि अधिक दक्षता का अर्थ यह नहीं है कि कोयला आधारित विद्युत संयंत्र से ग्रीनहाउस गैसों का उत्सर्जन नहीं होगा। कोयले के दहन से कार्बन डाइऑक्साइड उत्पन्न होती है और उपयुक्त प्रदूषण नियंत्रण तथा पर्यावरण प्रबंधन आवश्यक रहते हैं।

4. सौर ऊर्जा और बैटरी भंडारण

मंत्रालय के अनुसार कोल इंडिया की लगभग 550 मेगावाट सौर ऊर्जा क्षमता परिचालन के लिए चालू की जा चुकी थी।

यह आँकड़ा महत्वपूर्ण है क्योंकि यह चालू की गई क्षमता से संबंधित है, न कि केवल प्रस्तावित परियोजना अथवा भविष्य के लक्ष्य से।

कोल इंडिया बड़े विद्युत नेटवर्क के लिए बैटरी ऊर्जा भंडारण प्रणाली से संबंधित पहलों पर भी कार्य कर रही है।

बैटरी ऊर्जा भंडारण प्रणाली विद्युत ऊर्जा को संग्रहीत करती है और आवश्यकता पड़ने पर उसे उपलब्ध कराती है। ऐसी प्रणालियाँ विद्युत नेटवर्क में लचीलापन बढ़ाने तथा बिजली उत्पादन और माँग के समय में अंतर को संभालने में सहायता कर सकती हैं।

सौर विद्युत उत्पादन सूर्य के प्रकाश पर निर्भर करता है और दिन के दौरान बदलता रहता है। बैटरी भंडारण प्रणाली अपनी क्षमता और परिचालन परिस्थितियों के अनुसार उत्पादन के समय उपलब्ध कुछ विद्युत को बाद में उपयोग के लिए संग्रहीत कर सकती है।

विद्यार्थियों को मेगावाट और मेगावाट-घंटे के बीच अंतर समझना चाहिए। मेगावाट शक्ति का माप है, जबकि मेगावाट-घंटा ऊर्जा का माप है। किसी बैटरी प्रणाली की शक्ति क्षमता और ऊर्जा भंडारण क्षमता अलग विशेषताएँ बताती हैं।

इस घोषणा में मंत्रालय ने कोल इंडिया की पूर्ण हो चुकी बैटरी ऊर्जा भंडारण क्षमता का कोई एक राष्ट्रीय आँकड़ा नहीं दिया है। इसलिए लगभग 550 मेगावाट की चालू सौर क्षमता को बैटरी भंडारण क्षमता नहीं समझना चाहिए।

5. महत्वपूर्ण खनिज और उन्नत सामग्री

कोल इंडिया के विविधीकरण में महत्वपूर्ण खनिजों और उनसे संबंधित उन्नत सामग्रियों के क्षेत्र में अवसर भी शामिल हैं।

महत्वपूर्ण खनिज वे खनिज होते हैं जिन्हें आर्थिक, तकनीकी अथवा रणनीतिक उपयोग के लिए महत्वपूर्ण माना जाता है और जिनकी आपूर्ति में जोखिम हो सकता है। इनकी सटीक श्रेणी संबंधित देश और नीतिगत व्यवस्था पर निर्भर करती है।

इन खनिजों का उपयोग बैटरियों, इलेक्ट्रॉनिक उपकरणों, नवीकरणीय ऊर्जा प्रणालियों, औद्योगिक उपकरणों और अन्य प्रौद्योगिकियों में हो सकता है।

मंत्रालय की घोषणा में महत्वपूर्ण खनिजों को व्यावसायिक विकास की प्राथमिकता बताया गया है। इसमें यह नहीं कहा गया है कि कोल इंडिया ने विचाराधीन प्रत्येक खनिज अथवा उन्नत सामग्री का व्यावसायिक उत्पादन पहले ही शुरू कर दिया है।

रणनीति में लौह अयस्क जैसे अन्य खनिज भी शामिल हैं। यह दर्शाता है कि कंपनी कोयले और कोयले से प्राप्त उत्पादों से आगे व्यावसायिक अवसरों का अध्ययन कर रही है।

6. अनुसंधान एवं विकास नीति, 2026

इस घोषणा का प्रमुख संस्थागत घटक कोल इंडिया की स्वतंत्र अनुसंधान एवं विकास नीति तथा दिशानिर्देश, 2026 हैं।

मंत्रालय ने बताया कि कंपनी की अनुसंधान व्यवस्था कई चरणों से विकसित हुई है। वर्ष 1975 में विज्ञान एवं प्रौद्योगिकी संबंधी स्थायी समिति स्थापित हुई, वर्ष 1994 में अनुसंधान एवं विकास बोर्ड गठित हुआ और वर्ष 2003 में शीर्ष समिति स्थापित की गई।

वर्ष 2026 की व्यवस्था में प्रौद्योगिकी तैयारी स्तर 4 और उससे ऊपर की परियोजनाओं को प्राथमिकता दी गई है।

प्रौद्योगिकी तैयारी स्तर का उपयोग किसी तकनीक की परिपक्वता बताने के लिए किया जाता है। इससे शुरुआती वैज्ञानिक अवधारणाओं और अधिक उन्नत विकास तथा सत्यापन से गुजर चुकी प्रौद्योगिकियों के बीच अंतर समझने में सहायता मिलती है।

आईआईटी हैदराबाद स्थित CLEANZ को ₹98 करोड़ का सहयोग दिया गया है। यह स्वच्छ कोयला प्रौद्योगिकी और निम्न गुणवत्ता वाले भारतीय कोयले के उपयोग पर केंद्रित है।

आईआईटी (आईएसएम) धनबाद स्थित कोल इंडिया खनन नवाचार केंद्र को ₹67.45 करोड़ का सहयोग दिया गया है। इसके अनुसंधान क्षेत्रों में माइनिंग 4.0, इंटरनेट ऑफ थिंग्स, स्मार्ट खदानें, इमर्सिव प्रौद्योगिकियाँ और 5जी शामिल हैं।
