3. What Is Hydrogen?

Hydrogen is the chemical element with atomic number 1 and symbol H. It is the lightest element and commonly exists as a diatomic molecule, H2.

Hydrogen can be used as a chemical feedstock, an industrial reducing agent and an energy carrier.

It is important to understand that hydrogen is generally an energy carrier rather than a primary energy source. Energy must be supplied to produce usable hydrogen from compounds such as water or natural gas.

4. What Is Green Hydrogen?

Green hydrogen is hydrogen produced through pathways meeting the applicable renewable-energy and emissions criteria.

A major production pathway uses renewable electricity from sources such as solar or wind power to split water into hydrogen and oxygen through electrolysis.

Its climate benefit depends on the electricity source, production process, associated emissions and overall lifecycle conditions.

5. Electrolysis of Water

Electrolysis is a process in which electrical energy drives a chemical reaction.

During water electrolysis, water molecules are separated into hydrogen and oxygen using an electrolyser.

The simplified overall reaction is 2H2O to 2H2 plus O2, with electrical energy supplied.

When the electricity is supplied from qualifying renewable sources and the process meets the applicable standards, the hydrogen can qualify as green hydrogen.

6. What Is an Electrolyser?

An electrolyser is equipment that uses electricity to split water into hydrogen and oxygen.

Different electrolyser technologies include alkaline, proton exchange membrane and solid oxide systems.

These technologies differ in operating conditions, materials, efficiency, costs and technical maturity.

Domestic electrolyser manufacturing is a major focus of the National Green Hydrogen Mission.

7. Green, Grey and Blue Hydrogen

Hydrogen is sometimes described using colour-based terminology to distinguish production pathways.

Grey hydrogen generally refers to hydrogen produced from fossil fuels without capturing the associated carbon dioxide emissions.

Blue hydrogen generally refers to fossil-fuel-based hydrogen production combined with carbon capture and storage or utilisation arrangements.

Green hydrogen is associated with qualifying renewable-energy-based production.

These labels are useful introductory categories, but actual emissions depend on production methods and lifecycle boundaries.

8. Why Does India Need Green Hydrogen?

India requires energy for economic development, manufacturing, transport and industrial growth.

Several industrial processes depend on fossil fuels or conventional hydrogen production.

Green hydrogen offers a possible route to reducing emissions in sectors such as fertilisers, petroleum refining and some steelmaking processes.

Domestic production can also contribute to energy security by reducing dependence on imported fossil-fuel-based feedstocks.

9. Mission Financial Structure

The mission's initial outlay of Rs 19,744 crore is divided into major components.

  • SIGHT programme: Rs 17,490 crore.
  • Pilot projects: Rs 1,466 crore.
  • Research and development: Rs 400 crore.
  • Other mission components: Rs 388 crore.

These amounts represent the approved mission allocation structure and should not be confused with expenditure already incurred.

10. What Is the SIGHT Programme?

SIGHT stands for Strategic Interventions for Green Hydrogen Transition.

It is a major financial incentive programme under the National Green Hydrogen Mission.

Its principal incentive mechanisms support domestic manufacturing of electrolysers and production of green hydrogen.

The programme is intended to encourage investment, reduce production costs and strengthen domestic industrial capabilities.

11. Role of SECI

SECI stands for Solar Energy Corporation of India.

It is an important implementing agency for competitive bidding and procurement-related activities under the green hydrogen ecosystem.

Competitive bidding can help discover prices and allocate support through specified processes.

Project awards or discovered prices do not automatically mean the corresponding production facilities have already begun commercial operations.

12. Progress Reported in March 2026

In a parliamentary response published on 24 March 2026, the government reported that electrolyser manufacturing capacity of 3,000 MW per annum had been awarded to 15 companies.

It also reported that green hydrogen production capacity of 8,62,000 metric tonnes per annum had been awarded to 18 companies.

These are awarded capacities, not necessarily fully commissioned operating capacities.

This distinction is important when interpreting the progress of the mission.

13. Green Ammonia Procurement

In March 2026, the government reported price discovery by SECI for the production and supply of 7,24,000 metric tonnes per annum of green ammonia to 13 fertiliser units across India.

This development is important because fertiliser manufacturing is a major potential user of ammonia produced using green hydrogen.

The announced figure concerns procurement arrangements and should not be presented as the quantity already delivered.

14. What Is Ammonia?

Ammonia is a chemical compound with the formula NH3, consisting of nitrogen and hydrogen.

It is a major input for the manufacture of nitrogen-based fertilisers and is also used in other industrial processes.

Conventional ammonia production often relies on hydrogen derived from fossil fuels.

Replacing conventional hydrogen with qualifying green hydrogen can reduce emissions associated with ammonia production, depending on the energy and process conditions.

15. Green Ammonia and Fertilisers

Green ammonia can support efforts to decarbonise the fertiliser industry.

It may also help diversify the supply of important fertiliser feedstocks and strengthen domestic production capabilities.

However, green ammonia is not automatically equivalent to an organic fertiliser, and its use does not eliminate the need for balanced nutrient management.

The environmental performance of a fertiliser depends on both its manufacturing process and its application in agriculture.

16. Green Ammonia Standards in 2026

The Ministry of New and Renewable Energy notified India's Green Ammonia and Green Methanol Standards on 27 February 2026.

The Green Ammonia Standard specifies a threshold of no more than 0.38 kg of non-biogenic carbon dioxide equivalent emissions per kg of ammonia.

The specified assessment covers green hydrogen production, ammonia synthesis, purification, compression and on-site storage, averaged over the preceding 12 months.

Such standards are important for classification, certification and trade in green hydrogen derivatives.

17. Green Methanol

Methanol is a chemical compound with the formula CH3OH.

Green methanol may be produced through pathways using qualifying green hydrogen and suitable carbon sources, subject to applicable standards.

It has potential applications as an industrial chemical and as a fuel in selected transport sectors.

India's notification of standards for green ammonia and green methanol supports clearer definitions for these products.

18. Hydrogen in Petroleum Refineries

Petroleum refineries use hydrogen in processes such as hydrotreating and hydrocracking.

Conventional hydrogen production can generate substantial greenhouse gas emissions.

Replacing suitable portions of conventional hydrogen with green hydrogen can help reduce refinery-related emissions.

Commercial adoption depends on cost, reliable supply, infrastructure and technical compatibility.

19. Green Hydrogen in Steelmaking

Conventional steelmaking can involve carbon-intensive processes and fossil-fuel-based reducing agents.

Hydrogen-based direct reduction of iron is one pathway being explored to reduce emissions.

Green hydrogen could support lower-emission steel production when combined with suitable processes and low-carbon electricity.

The mission includes support for pilot projects in low-carbon steel applications.

20. Hydrogen in Transport

Hydrogen can be used in fuel-cell electric vehicles or in suitably designed hydrogen internal combustion engines.

Fuel cells convert the chemical energy of hydrogen into electricity through an electrochemical process.

In July 2026, the government announced 12 pilot projects for 70 hydrogen-powered vehicles across 21 routes, with 16 hydrogen refuelling stations.

The planned vehicles comprised 27 buses and 43 trucks.

These were pilot-project awards and should not be interpreted as evidence that every vehicle and station was already operational.

21. Hydrogen Fuel Cells

A hydrogen fuel cell combines hydrogen with oxygen electrochemically to generate electricity, with water produced at the point of operation.

Fuel cells can be used in vehicles and stationary power applications.

Unlike batteries, which store electrical energy chemically, fuel cells require a continuing supply of fuel.

Overall environmental benefits depend on hydrogen production and supply-chain emissions.

22. Hydrogen Storage and Transportation

Hydrogen has low volumetric energy density under ordinary conditions.

It may be stored as compressed gas, as liquid hydrogen under cryogenic conditions or through suitable chemical carriers.

Each method involves technical, cost, energy-efficiency and safety considerations.

Infrastructure development is therefore an important part of building a viable hydrogen economy.

23. Green Hydrogen Hubs

The National Green Hydrogen Mission envisages identifying and developing regions suitable for large-scale production or utilisation of green hydrogen.

Such regions are referred to as Green Hydrogen Hubs.

They may benefit from access to renewable energy, industrial demand, transport infrastructure and suitable land or water resources.

The mission's initial framework envisaged development of at least two such hubs.

24. Water Requirements

Water is an essential input for electrolysis-based hydrogen production.

Theoretical water consumption for the electrolysis reaction is approximately 9 kg of water for each kg of hydrogen, although actual facility water requirements can be higher because of purification, cooling and other processes.

Water availability and treatment costs must therefore be considered during project planning.

In water-stressed regions, the choice of water source and the environmental effects of its use are particularly important.

25. Renewable Electricity Requirements

Green hydrogen production through electrolysis requires substantial electrical energy.

The cost and emissions profile of the hydrogen depend strongly on the electricity source.

The mission's 2030 ambition includes approximately 125 GW of associated renewable energy capacity addition.

This is an associated capacity target, not a statement that all 125 GW has already been installed for green hydrogen production.

26. Research and Development

Research priorities include improving electrolyser performance, reducing costs, developing suitable materials and advancing hydrogen storage and utilisation technologies.

The mission includes Rs 400 crore for research and development.

Innovation can help address efficiency, durability, manufacturing and infrastructure challenges.

Collaboration among research institutions, industries and startups is important for translating scientific advances into commercial applications.

27. Employment and Skill Development

The mission envisages the potential creation of more than six lakh jobs by 2030.

Possible employment areas include renewable electricity generation, electrolyser manufacturing, plant construction, operations, maintenance, logistics and engineering services.

The mission also recognises the need for specialised training and reskilling.

The employment figure is a projection, not a verified count of jobs already created.

28. Economic and Strategic Benefits

A domestic green hydrogen industry could help diversify India's energy supply and create new industrial capabilities.

Potential benefits include reduced reliance on imported fossil fuels, export opportunities and development of domestic equipment manufacturing.

However, international competitiveness will depend on production costs, standards, infrastructure, reliable demand and global market conditions.

29. Challenges

Important challenges include the relatively high cost of green hydrogen, availability of low-cost renewable electricity, electrolyser investment and water management.

Transport, storage, safety systems and industrial conversion costs can also affect project viability.

Long-term demand contracts and predictable regulatory frameworks may be necessary to attract investment.

Green hydrogen is not necessarily the most efficient decarbonisation option for every application, particularly where direct electrification is practical.

30. Relevance to India's Climate Goals

Green hydrogen can contribute to reducing industrial emissions and supporting a transition away from fossil-fuel-intensive processes.

India has announced a long-term objective of achieving net-zero greenhouse gas emissions by 2070.

Green hydrogen is one potential component of this broader transition, alongside renewable electricity, energy efficiency, electrification and other measures.

Its contribution will depend on actual deployment and verified emissions reductions.

31. UPSC GS Paper III Relevance

The National Green Hydrogen Mission is relevant to energy security, science and technology, industrial development, infrastructure, environmental conservation and climate change.

SIGHT का पूरा नाम Strategic Interventions for Green Hydrogen Transition है।
