अत्यधिक और अस्थिर ऋण ब्याज भुगतान बढ़ाकर सरकार की वित्तीय क्षमता सीमित कर सकता है।
राज्य ऋण की स्थिरता
एन. के. सिंह ने राज्यों के लिए अलग-अलग ऋण स्थिरता आकलन की आवश्यकता पर बल दिया।

इसलिए गारंटी संभावित राजकोषीय जोखिम उत्पन्न कर सकती है।
प्रौद्योगिकी से राजस्व संग्रह
सम्मेलन में कृत्रिम बुद्धिमत्ता और मशीन अधिगम को कर संबंधी उपलब्ध आंकड़ों के साथ उपयोग कर अनुपालन की कमियां पहचानने और प्रभावी कर आधार बढ़ाने की संभावना पर चर्चा हुई।
कर दर और कर आधार

कमजोर व्यवस्था के कारण उत्पादन अधिक होने पर भी किसानों को पर्याप्त मूल्य प्राप्त नहीं हो सकता।
IFAD
International Fund for Agricultural Development ने भी कृषि वित्त संबंधी सत्र में भाग लिया।
IFAD संयुक्त राष्ट्र की एक विशेषीकृत संस्था और अंतरराष्ट्रीय वित्तीय संस्थान है, जिसका प्रमुख ध्यान ग्रामीण गरीबी कम करने और कृषि विकास पर है।
ऊर्जा परिवर्तन का वित्तपोषण
दूसरे दिन का एक प्रमुख सत्र ऊर्जा परिवर्तन के वित्तपोषण पर केंद्रित था।
नवीकरणीय ऊर्जा के विस्तार के लिए केवल सौर और पवन संयंत्र पर्याप्त नहीं हैं। पारेषण नेटवर्क, ऊर्जा भंडारण, आधुनिक विद्युत ग्रिड और नई निम्न-कार्बन तकनीकों में भी निवेश आवश्यक है।
Battery Energy Storage System
सम्मेलन में बैटरी ऊर्जा भंडारण प्रणाली के वित्तपोषण पर चर्चा हुई।

Pumped Storage Project

इसमें संबंधित उत्सर्जन स्रोतों से कार्बन डाइऑक्साइड को पकड़कर उसका उपयोग अथवा दीर्घकालीन भंडारण करने वाली तकनीकें शामिल होती हैं।
कार्बन क्रेडिट
ऊर्जा सत्र में भारत के राष्ट्रीय स्तर पर निर्धारित योगदान के संदर्भ में कार्बन क्रेडिट व्यवस्था की रूपरेखा पर भी विचार किया गया।
कार्बन क्रेडिट सामान्यतः किसी मान्य व्यवस्था के अंतर्गत ग्रीनहाउस गैस उत्सर्जन में कमी, बचाव अथवा निष्कासन से संबंधित निर्धारित इकाई को दर्शाता है।
NDC क्या है?
NDC का पूर्ण रूप Nationally Determined Contribution है। पेरिस समझौते के अंतर्गत देश अपने जलवायु संबंधी योगदान और लक्ष्यों को NDC के माध्यम से प्रस्तुत करते हैं।
नई प्रौद्योगिकी की भूमिका
विशेष सत्र में भारत की विकास यात्रा में नई प्रौद्योगिकी की भूमिका पर विचार किया गया।
डिजिटल तकनीक उत्पादकता, सार्वजनिक सेवाओं, वित्तीय समावेशन, विनिर्माण, कर प्रशासन और आधारभूत संरचना की दक्षता को प्रभावित कर सकती है।
GSDP क्या है?
सकल राज्य घरेलू उत्पाद किसी राज्य की सीमा के भीतर उत्पन्न आर्थिक गतिविधि को निर्धारित राष्ट्रीय लेखा पद्धति के अनुसार मापता है।
यह राष्ट्रीय स्तर पर GDP की अवधारणा का राज्य-स्तरीय समकक्ष है।
GDP और GSDP में अंतर
GDP पूरे देश की आर्थिक गतिविधि को मापता है, जबकि GSDP किसी एक राज्य की आर्थिक गतिविधि को मापता है।
राज्यों की तुलना करते समय उनकी जनसंख्या, आर्थिक संरचना, कीमतों और विकास स्तर में अंतर का ध्यान रखना आवश्यक है।
मुख्य आर्थिक सलाहकार की तीन प्राथमिकताएं
मुख्य आर्थिक सलाहकार वी. अनंत नागेश्वरन ने राज्यों के लिए तीन व्यापक प्राथमिकताएं बताईं।
पहली, भूमि, बिजली, परिवहन व्यवस्था और प्रभावी एकल-खिड़की स्वीकृति के माध्यम से निजी निवेश के लिए अनुकूल वातावरण बनाना।
दूसरी, मजबूत परियोजना तैयारी और विश्वसनीय परियोजना प्रतिवेदन के माध्यम से निवेश की गुणवत्ता सुधारना तथा विकास की संभावना वाले कम वित्तपोषित जिलों तक ऋण पहुंचाना।
तीसरी, राजकोषीय सीमाओं के बावजूद राज्यों के अपने पूंजीगत व्यय को मजबूत करना।
पूंजीगत व्यय क्या है?
पूंजीगत व्यय सामान्यतः ऐसा सरकारी व्यय है जिससे परिसंपत्ति का निर्माण होता है अथवा दीर्घकालीन उत्पादक क्षमता पर प्रभाव पड़ता है।
सड़क, पुल, सिंचाई और अन्य आधारभूत संरचना पर होने वाला व्यय इसके उदाहरण हो सकते हैं।
3 प्रतिशत GSDP का प्रस्ताव
मुख्य आर्थिक सलाहकार ने सम्मेलन में महाराष्ट्र सरकार के पूर्व अतिरिक्त मुख्य सचिव सुधीर श्रीवास्तव के उस प्रस्ताव का उल्लेख किया जिसमें राज्यों के पूंजीगत परिव्यय को लगभग 2.4 प्रतिशत से बढ़ाकर 2031-32 तक 3 प्रतिशत GSDP करने की बात कही गई थी।
इसे सम्मेलन में प्रस्तुत प्रस्ताव के रूप में समझना चाहिए, बाध्यकारी राष्ट्रीय लक्ष्य के रूप में नहीं।
परियोजना तैयारी का महत्व
केवल धन उपलब्ध होना अच्छी परियोजना की गारंटी नहीं देता।
तकनीकी व्यवहार्यता, लागत अनुमान, पर्यावरणीय और सामाजिक मूल्यांकन, वित्तीय योजना तथा विश्वसनीय क्रियान्वयन समय-सारणी आवश्यक होती है।
राजकोषीय संघवाद
सम्मेलन में केंद्र और राज्यों की भागीदारी के कारण यह राजकोषीय संघवाद से भी संबंधित है।
राजकोषीय संघवाद विभिन्न स्तरों की सरकारों के बीच राजस्व, व्यय संबंधी दायित्व, उधारी और वित्तीय हस्तांतरण के संबंधों से जुड़ा है।
वित्त आयोग
वित्त आयोग भारतीय संविधान के अनुच्छेद 280 के अंतर्गत गठित संवैधानिक संस्था है।
यह केंद्र और राज्यों के बीच वित्तीय संबंधों के निर्दिष्ट पहलुओं पर सिफारिश करता है।
UPSC के लिए महत्व
यह सम्मेलन आर्थिक वृद्धि, बचत और निवेश, सार्वजनिक वित्त, राजकोषीय संघवाद, कृषि, आधारभूत संरचना, ऊर्जा परिवर्तन, जलवायु वित्त और प्रौद्योगिकी जैसे अनेक विषयों को जोड़ता है।
यह विशेष रूप से GS-III और प्रारंभिक परीक्षा के आर्थिक विकास खंड के लिए महत्वपूर्ण है।
मुख्य परीक्षा के लिए विश्लेषण
भारत की दीर्घकालीन विकास आवश्यकताओं के लिए विकास वित्त को केवल सरकारी व्यय के रूप में देखना पर्याप्त नहीं है। सार्वजनिक बजट, घरेलू बचत, बैंक, पूंजी बाजार, निजी निवेशक, बहुपक्षीय संस्थाएं और नवोन्मेषी वित्तीय साधन मिलकर व्यापक वित्तीय व्यवस्था तैयार कर सकते हैं।
लेकिन अधिक वित्तपोषण के साथ राजकोषीय पारदर्शिता, अच्छी परियोजना तैयारी, ऋण स्थिरता, पूर्वानुमेय नियम और केंद्र-राज्य समन्वय भी आवश्यक हैं।
परीक्षा में महत्वपूर्ण सावधानी
सम्मेलन में अलग-अलग विशेषज्ञों द्वारा प्रस्तुत विचारों और प्रस्तावों को सीधे सरकारी लक्ष्य नहीं लिखना चाहिए।
उदाहरण के लिए 38-40 प्रतिशत घरेलू बचत दर का विचार एन. के. सिंह ने प्रस्तुत किया था और 3 प्रतिशत GSDP पूंजीगत परिव्यय का आंकड़ा सम्मेलन में प्रस्तुत एक प्रस्ताव था।
