What Happened
India and Sri Lanka are conducting the 13th edition of their bilateral maritime exercise, SLINEX-26, at Visakhapatnam from 17 to 21 September 2026. The Ministry of Defence announced the details on 20 September 2026. The exercise brings together the Indian Navy and Sri Lanka Navy to strengthen maritime cooperation, operational coordination and mutual understanding.
SLINEX stands for Sri Lanka–India Naval Exercise. It is an important example of bilateral defence cooperation between India and one of its closest maritime neighbours in the Indian Ocean region. The exercise was conceptualised in 2005 and has developed into a regular platform for professional exchanges and coordinated naval activities.
The 2026 edition is being conducted in two stages: the Harbour Phase and the Sea Phase. This structure allows participating naval personnel to build professional familiarity before undertaking coordinated activities at sea.
The Harbour Phase commenced under the aegis of the Eastern Naval Command. Its opening ceremony and reception were held aboard INS Kavaratti for the visiting crew of the Sri Lankan naval vessel SLNS Sindurala.
The Harbour Phase includes professional interactions, cross-deck visits, sharing of best practices, yoga, sports and cultural activities. Although these activities may appear different from operational naval exercises, they contribute to cooperation by allowing personnel from both navies to understand each other's procedures, equipment and working environments.
Cross-deck visits are particularly relevant to naval cooperation. During such visits, personnel from one navy visit the ships of another navy to observe equipment, operational arrangements and professional practices. These interactions help build familiarity between naval forces that may need to operate together during exercises or other maritime activities.
The subsequent Sea Phase focuses on improving operational synergy and interoperability through coordinated activities at sea. Interoperability refers to the ability of different armed forces, units or systems to operate together effectively. In maritime operations, it can involve communication, coordination, navigation, tactical procedures and the ability to understand each other's operational methods.
The Indian Navy is participating with INS Kavaratti and INS Jyoti. Sri Lanka is represented by SLNS Sindurala. Students preparing for defence examinations should remember these three vessels and their respective countries.
INS Kavaratti is an indigenous Anti-Submarine Warfare Corvette of the Indian Navy. Anti-submarine warfare involves detecting, tracking and, when required, countering hostile submarines. It is an important component of maritime security because submarines can threaten warships, merchant vessels and other maritime assets.
A corvette is generally a relatively small warship designed for specific naval missions. Different classes of corvettes may be equipped for anti-submarine warfare, surface warfare, patrol duties or other roles. INS Kavaratti is specifically identified in the official SLINEX-26 announcement as an indigenous Anti-Submarine Warfare Corvette.
INS Jyoti is a Fleet Tanker of the Indian Navy. Fleet tankers provide logistical support to naval operations, particularly by supplying fuel and other necessary stores to ships. Such support can allow naval forces to remain at sea for longer periods without returning frequently to port.
The inclusion of a fleet tanker in a maritime exercise highlights the importance of logistics in naval operations. Warships require fuel, supplies, maintenance and communication support. A navy's ability to sustain operations over a large maritime area therefore depends not only on combat vessels but also on its supporting fleet and shore-based infrastructure.
SLNS Sindurala represents the Sri Lanka Navy in SLINEX-26. The official announcement identifies it as the visiting Sri Lankan naval vessel and records the opening reception for its crew aboard INS Kavaratti.
Visakhapatnam is an important naval location on India's eastern coast. It is associated with the Indian Navy's Eastern Naval Command, which plays a major role in naval operations and maritime security in the eastern maritime region. The Harbour Phase of SLINEX-26 is being conducted under this command.
India and Sri Lanka are geographically connected through the Indian Ocean maritime environment. Sri Lanka lies close to major sea routes that connect the Indian Ocean with international trade networks. Maritime cooperation between the two countries therefore has relevance for naval communication, maritime awareness and regional security.
The Indian Ocean carries substantial international maritime trade. Commercial shipping, energy transportation, fishing, coastal livelihoods and port activities all depend on a stable maritime environment. Naval cooperation can contribute to communication and coordination between neighbouring maritime states.
SLINEX-26 is also connected with India's MAHASAGAR vision. The Ministry of Defence stated that the exercise is aligned with this vision and reflects India's commitment to a secure, stable and inclusive maritime environment.
MAHASAGAR stands for Mutual and Holistic Advancement for Security and Growth Across Regions. It represents an expanded framework for India's engagement with maritime partners and the wider international community. Students should distinguish MAHASAGAR from SAGAR, the earlier formulation of Security and Growth for All in the Region.
The relationship between naval exercises and maritime diplomacy is important for UPSC General Studies. Bilateral exercises allow armed forces to maintain communication, understand operational procedures and develop professional relationships. They can also support cooperation in areas such as maritime safety and regional security, although the precise activities undertaken depend on the objectives and programme of each exercise.
The official announcement of SLINEX-26 does not specify a detailed list of individual Sea Phase drills. Therefore, particular activities such as live firing, submarine tracking or replenishment-at-sea should not be presented as confirmed components of this edition unless separately documented.
This distinction is important when studying current affairs. A vessel's general capabilities and an exercise's broad objectives are not necessarily evidence that every possible capability was demonstrated during a particular exercise.
The 13th edition also illustrates continuity in India–Sri Lanka naval relations. Since its conceptualisation in 2005, SLINEX has provided a recurring platform for maritime cooperation, interoperability and mutual understanding between the two navies.
For competitive examinations, the most important facts are the name SLINEX-26, its 13th edition, the dates 17–21 September 2026, the location Visakhapatnam, and the participating vessels INS Kavaratti, INS Jyoti and SLNS Sindurala. Students should also remember that the Harbour Phase is under the Eastern Naval Command and that the exercise is aligned with MAHASAGAR.
The wider significance of SLINEX-26 lies in its contribution to professional naval cooperation between two neighbouring Indian Ocean countries. It demonstrates how maritime partnerships are maintained through repeated interaction, coordinated exercises and familiarity with each other's operational procedures.
Mutual and Holistic Advancement for Security and Growth Across Regions है। Security and Growth for All in the Region है।
