The Directive Principles seek to establish social and economic democracy and provide the constitutional foundation for a welfare state.
Political democracy based only on elections and voting rights would remain incomplete if large sections of society lacked livelihood, education, health, social security and access to justice.
The Directive Principles therefore encourage the State to create conditions in which social, economic and political justice can become meaningful in everyday life.
Article 38 asks the State to promote the welfare of the people by securing a social order informed by justice.
Article 39 contains principles concerning adequate livelihood, distribution of material resources, prevention of concentration of wealth, equal pay and protection of workers and children.
