Article 37 establishes the legal character of the Directive Principles.
It states that the provisions contained in Part IV are not enforceable by any court.

Non-enforceability means that a person cannot ordinarily demand judicial enforcement of a Directive Principle in the same direct manner as a Fundamental Right.
But non-enforceability does not mean that the principles are optional or insignificant.
They create constitutional objectives and responsibilities for government.
Legislatures and executives are expected to use them as guides when framing laws and policies concerning welfare, social justice, economic distribution, public health, labour, local government and other fields.
