What Happened

India has taken another step towards expanding regional air connectivity through the next phase of the UDAN Scheme. On 22 September 2026, the Ministry of Civil Aviation signed 21 Memoranda of Understanding (MoUs) with participating States and Union Territories and the Airports Authority of India (AAI).

Union Minister of Civil Aviation Kinjarapu Ram Mohan Naidu also launched the Challenge Mode Portal for Aerodrome Development and released the Scheme Document for the next phase of UDAN route bidding.

The ceremony was held at The Ashok, Chanakyapuri, New Delhi. The development is important for UPSC, SSC, Railway and State PCS examinations because it connects transport infrastructure, regional development, government schemes, aviation, tourism and Centre–State cooperation.

1. What Is the UDAN Scheme?

UDAN stands for Ude Desh ka Aam Nagrik. It is a regional connectivity scheme associated with the Ministry of Civil Aviation.

The scheme was introduced in 2016 to improve air connectivity, particularly in regions where regular commercial aviation services were absent or limited.

Regional air connectivity is important because large metropolitan cities generally have greater access to aviation infrastructure than many smaller cities, remote districts and geographically difficult regions.

The development of regional air services can reduce travel time and improve access to business centres, educational institutions, medical facilities and tourism destinations.

However, establishing a new airport or air route does not automatically guarantee that it will attract enough passengers to remain commercially sustainable. Infrastructure, airline participation, operating costs and passenger demand must also be considered.

2. What Happened on 22 September 2026?

The Ministry of Civil Aviation organised an event in New Delhi to advance the implementation of the next phase of UDAN.

Three important developments were announced.

First, 21 MoUs were signed between the Ministry, participating States and Union Territories, and the Airports Authority of India.

Second, the Challenge Mode Portal for Aerodrome Development was launched.

Third, the Scheme Document for the next phase of UDAN route bidding was released.

These developments are connected but have different purposes. The MoUs establish a framework for cooperation, the portal supports the identification of aviation infrastructure projects, and route bidding concerns the selection of airlines for identified routes.

3. Who Launched the Initiative?

Union Minister of Civil Aviation Kinjarapu Ram Mohan Naidu inaugurated the event and launched the Challenge Mode Portal.

Minister of State for Civil Aviation Murlidhar Mohol also attended the ceremony.

Other officials present included Samir Kumar Sinha, Secretary of the Ministry of Civil Aviation, and Vipin Kumar, Chairman of the Airports Authority of India.

For competitive examinations, remember the connection between the Ministry of Civil Aviation, the Airports Authority of India and the UDAN Scheme.

4. What Is the Challenge Mode Portal?

The Challenge Mode Portal for Aerodrome Development is a digital platform through which State Governments and Union Territory Administrations can nominate airstrips and helipads for development under the next phase of UDAN.

The purpose is to allow States and Union Territories to identify locations where improved aviation infrastructure may address local connectivity requirements.

An airstrip is a prepared area used for aircraft take-off and landing. A helipad is a designated area intended for helicopter operations.

The term aerodrome is broader and refers to an area intended for the arrival, departure and surface movement of aircraft.

The portal is intended to support the identification, development and upgradation of aviation infrastructure.

Importantly, nomination through the portal should not be confused with the immediate approval, construction or operationalisation of an airport. The announcement describes the beginning of a structured development process.

5. What Is Challenge Mode?

Under the announced framework, States and Union Territories can proactively identify airstrips and helipads for possible development.

This gives participating administrations a formal mechanism to present their regional connectivity priorities.

The Ministry describes the Challenge Mode as part of a transparent framework for aerodrome development.

The official release does not provide the complete scoring criteria, financial conditions or technical eligibility requirements for individual projects. These details should be obtained from the applicable scheme documents rather than assumed.

6. Why Were 21 MoUs Signed?

A total of 21 Memoranda of Understanding were signed between the Ministry of Civil Aviation, participating States and Union Territories, and AAI.

The agreements establish a structured framework for coordinated action in identifying, developing and operationalising aviation assets.

They are intended to align infrastructure development with the connectivity requirements and priorities of the participating States and Union Territories.

The number 21 refers to the MoUs signed at the event. It should not be interpreted as 21 airports already constructed or 21 new routes already operational.

This distinction is important for objective questions because agreements, project approvals and completed infrastructure represent different stages of implementation.

7. Role of the Airports Authority of India

The Airports Authority of India is the implementing agency under the UDAN Scheme, as identified in the Ministry's announcement.

AAI is associated with the development and management of civil aviation infrastructure in India.

In the new framework, it will work with the Ministry and participating States and Union Territories on the identification, development and operationalisation of aviation assets.

The cooperation is intended to connect local requirements with aviation infrastructure planning.

8. What Is UDAN Route Bidding?

The Minister released the Scheme Document for the next phase of UDAN route bidding.

Route bidding is a process through which airlines can submit bids for identified aviation routes under the applicable scheme conditions.

The announced bidding round is intended to enable transparent and competitive selection of routes and operators.

The objective is to expand air services to unserved and underserved regions.

An unserved region is one without the relevant existing air service, while an underserved region has limited connectivity relative to the requirements considered under the scheme.

The official announcement confirms the release of the scheme document and the planned bidding process. It does not establish that every proposed route has already been awarded or started commercial operations.

9. Four Pillars of Modified UDAN

During the event, the Civil Aviation Minister identified four pillars of Modified UDAN.

The first pillar is affordability for passengers. Regional air connectivity is intended to become more accessible to a wider population.

The second pillar is sustainability of operations. Aviation services need to remain viable rather than depend only on their initial launch.

The third pillar is a transparent Challenge Mode framework for projects. This relates to the process for identifying and developing aviation infrastructure.

The fourth pillar is the promotion of indigenous manufacturing. The Minister connected this objective with the broader ambition of developing civil aircraft manufactured in India.

These four pillars are particularly important for UPSC Prelims, SSC and Railway current-affairs questions.

10. UDAN Achievements Reported in September 2026

The Civil Aviation Minister provided several figures concerning the progress of UDAN since its introduction.

According to his address, the scheme had operationalised 687 routes and 95 aerodromes.

More than 3.66 lakh flights had been operated under the scheme, carrying approximately 1.71 crore passengers.

These are figures reported by the Minister on 22 September 2026. They should not be treated as permanent totals because the number of routes, aerodromes, flights and passengers may change over time.

The figures also represent different measures. A route is a connection between locations, while an aerodrome is aviation infrastructure. One aerodrome may support multiple routes.

11. Targets for the Next Phase

Minister of State for Civil Aviation Murlidhar Mohol stated that Modified UDAN is looking towards 120 new destinations and an additional four crore passengers over the next ten years.

These figures represent the stated ambitions of the next phase, not achievements already completed in September 2026.

The distinction between targets and achieved results is important for accurate reporting.

The next phase aims to build on existing regional connectivity while expanding the aviation network to additional locations.

12. Aviation Employment Figures

During the event, the Civil Aviation Minister stated that aviation-sector employment had increased from approximately three million in 2014 to nearly 7.7 million at the time of his September 2026 address.

He also referred to the potential for employment to reach 25 million by 2040.

The 2040 figure is a forward-looking potential mentioned by the Minister, not a measured employment outcome or guaranteed result.

Students should distinguish the historical comparison from the future ambition.

13. Examples: Tezu and Purnea

The Minister referred to Tezu in Arunachal Pradesh and Purnea in Bihar while discussing the impact of regional air connectivity.

Tezu is located in Arunachal Pradesh, while Purnea is located in Bihar.

These examples are useful for geography-based current-affairs questions because they connect regional aviation with specific Indian States.

Improved connectivity may help travellers access locations that previously required longer journeys through other transport routes.

The extent of economic benefits at any individual location would require separate evidence concerning passenger traffic, tourism, trade and employment.

14. Earlier Developments in July 2026

The Ministry stated that the next phase of UDAN builds on an inauguration by the Prime Minister at Jodhpur on 4 July 2026.

A UDAN Workshop was subsequently held on 16 July 2026 to discuss the roadmap with civil aviation stakeholders.

The September event therefore followed earlier policy discussions and consultations.

The sequence is important: the July developments preceded the September signing of MoUs, launch of the Challenge Mode Portal and release of the route-bidding scheme document.

15. Why Regional Air Connectivity Matters

Regional air connectivity is linked to transport accessibility and economic activity.

For passengers, improved air services may reduce travel time between smaller cities and larger economic centres.

For tourism, additional connections can make destinations easier to reach.

For businesses, air transport can support travel and access to commercial networks.

For remote regions, aviation may provide an additional transport option where road or rail journeys are lengthy.

However, these potential benefits depend on actual route operations, service frequency, ticket affordability and the availability of supporting infrastructure.

The new phase of UDAN seeks to address infrastructure development and airline participation through coordinated mechanisms.

16. Importance for Competitive Examinations

The Modified UDAN announcement is relevant to infrastructure, regional development, aviation and Centre–State cooperation.

For UPSC General Studies Paper III, it can be connected with transport infrastructure and economic development.

For General Studies Paper II, the MoUs illustrate cooperation between the Union Government, States and Union Territories in implementing a national scheme.

For SSC and Railway examinations, the most important facts are the full form of UDAN, the Ministry of Civil Aviation, the 21 MoUs, the Challenge Mode Portal, the Airports Authority of India and the reported figures of 687 routes and 95 aerodromes.

The central development is that the next phase of UDAN moved forward on 22 September 2026 through agreements, a digital nomination portal and a route-bidding framework. These steps support future implementation but should not be described as the completion of every proposed airport or route.

Background

UDAN is a regional air connectivity scheme introduced in 2016 under the Ministry of Civil Aviation. On 22 September 2026, the Ministry signed 21 MoUs with participating States and Union Territories and the Airports Authority of India. The Civil Aviation Minister launched the Challenge Mode Portal for Aerodrome Development and released the Scheme Document for the next phase of route bidding. The Ministry reported that UDAN had operationalised 687 routes and 95 aerodromes, with more than 3.66 lakh flights carrying approximately 1.71 crore passengers.

Why It Matters

The development establishes mechanisms for States and Union Territories to nominate aviation infrastructure projects and for airlines to participate in route bidding. It connects regional transport planning with Centre–State cooperation, infrastructure development and the commercial sustainability of air services. The announcement concerns implementation arrangements and future targets; the signing of MoUs should not be confused with the completion of new airports or routes.
