What Happened
India's Ministry of Power notified a new generation of Corporate Average Fuel Economy norms for passenger vehicles on 30 September 2026. The framework will come into force on 1 April 2027 and remain applicable until 31 March 2032. It will replace the existing CAFE regime and apply to new passenger vehicles manufactured in India or imported for sale in the country. The framework progressively tightens the fleet-level fuel-consumption benchmark from 3.996 litres per 100 kilometres in 2027-28 to 3.3273 litres per 100 kilometres in 2031-32, representing an improvement of about 16.7 percent over the five-year period.
1. What Are CAFE Norms?
CAFE stands for Corporate Average Fuel Economy. These norms regulate the average fuel efficiency of the passenger-vehicle fleet sold by a manufacturer rather than imposing exactly the same fuel-consumption requirement on every individual model.
The fleet-average approach allows an automobile manufacturer to sell different categories of vehicles while ensuring that the overall fleet complies with the prescribed efficiency framework.
The objective is to reduce fuel consumption, encourage energy-efficient vehicle technologies and support cleaner mobility.
2. When Were the New Norms Notified?
The Ministry of Power notified the new CAFE norms on 30 September 2026.
They will take effect from 1 April 2027 and remain applicable through 31 March 2032.
The implementation period therefore covers financial years 2027-28 to 2031-32.
3. Which Vehicles Will Be Covered?
The new norms will apply to new passenger vehicles manufactured in India as well as passenger vehicles imported for sale in India.
The framework therefore applies to the passenger-vehicle market rather than being restricted only to domestically manufactured automobiles.
However, manufacturers with annual sales below 1,000 units will remain exempt from fleet-average obligations under the notified framework.
4. What Is the Main Fuel-Efficiency Target?
The fuel-consumption benchmark will progressively tighten during the five-year period.
For 2027-28, the benchmark is 3.996 litres per 100 kilometres. By 2031-32, it will decline to 3.3273 litres per 100 kilometres.
Because lower fuel consumption per 100 kilometres represents greater efficiency, this tightening corresponds to an improvement of approximately 16.7 percent over the period.
5. Why Is the Target Tightened Every Year?
The new framework is designed around progressive year-on-year improvements rather than a single unchanged target for five years.
This provides manufacturers with a defined transition path while steadily raising the expected level of fleet efficiency.
It also gives automobile companies time to modify vehicle portfolios, introduce more efficient powertrains and adopt new fuel-saving technologies.
6. What Has Changed in the Vehicle-Weight Framework?
The reference weight under the new CAFE framework has been increased to 1,229 kilograms from 1,082 kilograms under the existing norms.
This is an increase of approximately 13.6 percent.
The Ministry stated that the revision reflects changes in the characteristics of India's passenger-vehicle fleet.
7. Why Does Vehicle Weight Matter in CAFE Standards?
Vehicle weight can influence the energy required to move a vehicle and therefore affects fuel consumption.
The revised CAFE target line has been flattened to create what the government describes as a more balanced and weight-sensitive framework.
Under the revised approach, relatively softer targets apply to lighter vehicles while heavier vehicles face greater fuel-efficiency requirements.
8. Are the New CAFE Norms Technology-Specific?
The framework is intended to be technology-neutral and flexible.
Rather than prescribing one single technological solution, it allows manufacturers to use different combinations of vehicle efficiency improvements, electrification, alternative fuels and recognised fuel-conservation technologies to meet their fleet-level obligations.
This approach is intended to encourage innovation while maintaining an overall efficiency objective.
9. What Is the Carbon Neutrality Factor?
An important addition is the Carbon Neutrality Factor, abbreviated as CNF.
The framework recognises renewable and lower-carbon fuels such as ethanol-blended petrol, biofuels and Compressed Bio-Gas through this mechanism.
The Carbon Neutrality Factor gives manufacturers another pathway for improving their fleet-level CAFE performance in addition to conventional vehicle-efficiency improvements and electrification.
10. Why Is Ethanol-Blended Petrol Included?
Ethanol blending can reduce the proportion of conventional petrol used in a fuel mixture and is part of India's broader alternative-fuel strategy.
The new CAFE framework recognises the contribution of ethanol-blended petrol through the Carbon Neutrality Factor.
This means the regulatory framework does not consider electrification as the only pathway toward cleaner mobility.
11. What Is CBG?
CBG stands for Compressed Bio-Gas.
It is a purified and compressed gaseous fuel produced from biodegradable feedstocks through appropriate processing.
The new CAFE framework recognises CBG among the lower-carbon and renewable fuel pathways that can contribute to manufacturers' fleet-level compliance calculations.
12. How Many Fuel-Conservation Technologies Are Recognised?
The number of recognised fuel-conservation technologies has been expanded from four to twelve.
This gives manufacturers a wider range of approved technological measures that can contribute to compliance.
The expansion is intended to encourage innovation in areas that improve vehicle energy efficiency beyond conventional engine modifications alone.
13. What Benefit Is Available for Eligible Fuel-Saving Technologies?
An eligible recognised fuel-conservation technology can receive a concession of 1 gram of carbon dioxide per kilometre.
The total concession available through these technologies is capped at 9.0 grams of carbon dioxide per kilometre.
This creates a regulatory incentive for manufacturers to deploy approved efficiency-enhancing technologies across their passenger-vehicle fleets.
14. Which Technologies Are Specifically Highlighted?
The Ministry specifically highlighted solar-reflective paints, advanced glazing and high-efficiency air-conditioning among technologies that can improve vehicle energy efficiency.
Solar-reflective surfaces can reduce heat absorption, while advanced glazing can help manage heat transfer into the passenger compartment.
More efficient air-conditioning can reduce the energy required for cabin cooling, which can contribute to overall vehicle efficiency.
15. How Are Electric Vehicles Treated?
Battery Electric Vehicles receive volume derogation factors, commonly described as super credits, in fleet-average calculations.
This mechanism gives manufacturers an additional compliance incentive for increasing the share of eligible cleaner vehicle technologies in their portfolios.
The framework therefore supports electrification while continuing to permit multiple technology pathways.
16. Which Other Vehicle Technologies Receive Super Credits?
In addition to Battery Electric Vehicles, the notified framework provides volume derogation factors for Range-Extended Electric Vehicles, Plug-in Hybrid Electric Vehicles, Strong Hybrid Electric Vehicles and Flex-Fuel Vehicles.
The relevant abbreviations are BEV, REEV, PHEV and SHEV.
These provisions are designed to encourage wider deployment of advanced and cleaner vehicle technologies.
17. What Are Super Credits?
Super credits are regulatory mechanisms that give certain qualifying vehicle technologies additional weight in fleet-average compliance calculations.
They can therefore make it easier for manufacturers with eligible cleaner technologies to meet overall CAFE obligations.
Super credits should not be confused with direct cash subsidies to consumers. In this context, they operate within the manufacturer's regulatory compliance calculation.
18. Can Manufacturers Earn Compliance Credits?
Yes. Manufacturers that perform better than their prescribed CAFE targets can generate credits.
These credits may be carried forward within specified compliance blocks under the rules of the framework.
This creates an incentive for manufacturers to exceed the minimum required performance where commercially and technologically feasible.
19. Can Credits Be Exchanged Between Manufacturers?
Yes. The new framework provides for exchange or trading of eligible credits between manufacturers.
A manufacturer facing a compliance gap may therefore have multiple options depending on the applicable rules, including using eligible carry-forward credits or obtaining credits through permitted transactions.
This introduces a market-oriented element into the compliance architecture.
20. What Is the Buyout Mechanism?
Manufacturers with a compliance gap may also purchase credits through a buyout mechanism administered by the Bureau of Energy Efficiency.
This provides an additional compliance pathway within the regulatory framework.
The availability of multiple pathways is intended to provide operational flexibility while retaining progressively stronger fleet-efficiency targets.
21. What Is the Role of the Bureau of Energy Efficiency?
The Bureau of Energy Efficiency, commonly known as BEE, has an important role in India's energy-efficiency framework.
Under the new CAFE system, the Bureau of Energy Efficiency will administer the credit buyout mechanism described in the notification.
BEE functions under the Ministry of Power and is an important institution for competitive examinations dealing with energy conservation and efficiency.
22. What Are Compliance Blocks?
The new norms permit manufacturers to meet their obligations over specified two-year or three-year compliance blocks as provided under the framework.
This gives automobile companies greater flexibility in managing changes in their product portfolios and technology deployment.
It recognises that vehicle development and introduction cycles may not align perfectly with a rigid annual compliance structure.
23. Does This Mean Annual Targets Have Been Removed?
No. The overall framework still progressively strengthens fuel-efficiency expectations across the five-year period.
The compliance-block mechanism provides flexibility in how manufacturers manage their obligations within the permitted regulatory structure.
Students should therefore distinguish between progressively tightening targets and the flexibility available for compliance management.
24. What Is MIDC?
MIDC stands for Modified Indian Driving Cycle.
It is a vehicle-testing cycle used in India for assessing parameters such as fuel consumption and emissions under standardised test conditions.
Under the new CAFE framework, reporting will be undertaken using both MIDC and another internationally used testing procedure called WLTP.
25. What Is WLTP?
WLTP stands for Worldwide Harmonized Light Vehicles Test Procedure.
It is an internationally developed testing procedure used to measure vehicle characteristics such as fuel consumption and emissions under standardised conditions.
The new CAFE framework provides for reporting under both MIDC and WLTP, supporting India's gradual transition toward globally harmonised vehicle-testing practices.
26. Why Will India Use Both MIDC and WLTP?
Dual reporting allows continuity with India's existing testing framework while creating a pathway toward greater alignment with internationally harmonised testing practices.
This is particularly relevant for an automotive industry that participates in global supply chains and develops products for both domestic and international markets.
The change should be understood as a gradual transition rather than an immediate abandonment of MIDC.
27. Which Manufacturers Are Exempt?
Manufacturers with annual sales below 1,000 units will remain exempt from fleet-average obligations.
The stated purpose is to avoid imposing a disproportionate regulatory burden on low-volume manufacturers.
The exemption relates to fleet-average obligations under the notified framework and should not be interpreted as exemption from every other vehicle regulation applicable in India.
28. Why Are CAFE Norms Important for India's Energy Security?
India's passenger-vehicle sector accounts for a significant share of transport energy demand and contributes to fossil-fuel consumption.
Improving fleet fuel efficiency can reduce the amount of fuel required for a given level of vehicle use.
At a broader level, lower fuel demand and greater adoption of alternative energy technologies can support India's efforts to manage dependence on conventional transport fuels.
29. How Can the Norms Affect Carbon Emissions?
Greater fuel efficiency generally means less fuel is consumed to provide the same amount of mobility, all else being equal.
The framework also encourages electric vehicles, hybrids, flex-fuel vehicles, renewable fuels and other efficiency technologies.
These measures can contribute to lower transport-sector emissions, although actual reductions will depend on vehicle sales, kilometres travelled, energy sources, real-world efficiency and consumer behaviour.
30. Why Are Alternative Fuels Important?
The framework explicitly recognises that India's transition toward cleaner transport may involve multiple pathways rather than a single technology.
Ethanol-blended petrol, biofuels and CBG are recognised through the Carbon Neutrality Factor, while electric and hybrid technologies receive other compliance incentives.
This technology-neutral structure allows manufacturers to select different combinations of solutions while meeting the overall regulatory objective.
31. How Could the Norms Affect Automobile Manufacturers?
Manufacturers will need to manage the average efficiency of their passenger-vehicle portfolios according to progressively stronger targets.
This can influence vehicle design, engine and powertrain efficiency, electrification strategies, use of lightweight or thermal-management technologies and the mix of models sold.
At the same time, credit trading, compliance blocks, super credits and recognised efficiency technologies provide flexibility in how companies meet the requirements.
32. Does CAFE Directly Set the Mileage of Every Car?
No. CAFE is fundamentally a fleet-average framework.
Individual models can have different fuel-consumption characteristics, but the manufacturer's applicable fleet must meet the regulatory calculation prescribed under the framework.
This distinction is essential because CAFE should not be interpreted as requiring every passenger vehicle sold in India to individually achieve exactly 3.996 or 3.3273 litres per 100 kilometres.
33. Why Is This Important for UPSC?
The new CAFE framework connects energy security, transport, climate policy, automobile regulation, alternative fuels, electric mobility and technological innovation.
For UPSC GS Paper III, it can be used in questions concerning energy efficiency, sustainable transportation, electric vehicles, biofuels, energy security and India's transition toward lower-carbon mobility.
It is also a useful example of regulatory policy using both mandatory efficiency targets and market-oriented compliance mechanisms such as tradable credits.
34. Why Is It Important for SSC, Railway and State Exams?
Objective examinations may ask the full form of CAFE, the responsible ministry, implementation dates, efficiency benchmarks and major technologies recognised by the framework.
Important figures include 1 April 2027, 31 March 2032, 3.996 litres per 100 kilometres in 2027-28, 3.3273 litres per 100 kilometres in 2031-32, approximately 16.7 percent improvement, reference weight of 1,229 kilograms, twelve recognised fuel-conservation technologies and the annual-sales exemption threshold of fewer than 1,000 units.
The full forms of CNF, BEV, PHEV, REEV, SHEV, MIDC, WLTP and BEE are also examination-relevant.
35. What Should Students Remember?
The Ministry of Power notified India's new Corporate Average Fuel Economy norms on 30 September 2026. They will apply from 1 April 2027 to 31 March 2032 to new passenger vehicles manufactured or imported for sale in India. The fleet-level fuel-consumption benchmark will progressively tighten from 3.996 litres per 100 kilometres in 2027-28 to 3.3273 litres per 100 kilometres in 2031-32, representing an improvement of about 16.7 percent.
The reference vehicle weight has been revised from 1,082 kilograms to 1,229 kilograms. The framework introduces the Carbon Neutrality Factor for fuels including ethanol-blended petrol, biofuels and CBG. Recognised fuel-conservation technologies have increased from four to twelve, with a concession of 1 gram CO2 per kilometre for each eligible technology subject to a maximum of 9.0 grams CO2 per kilometre.
BEVs, REEVs, PHEVs, Strong Hybrid Electric Vehicles and Flex-Fuel Vehicles will receive super credits in fleet-average calculations. Manufacturers can generate, carry forward and, under the applicable provisions, exchange or trade credits. A buyout mechanism will be administered by the Bureau of Energy Efficiency. Reporting will take place under both MIDC and WLTP. Manufacturers selling fewer than 1,000 units annually remain exempt from fleet-average obligations.

9. Carbon Neutrality Factor
Battery Electric Vehicles के अतिरिक्त Range-Extended Electric Vehicles, Plug-in Hybrid Electric Vehicles, Strong Hybrid Electric Vehicles और Flex-Fuel Vehicles को भी volume derogation factors मिलेंगे।
17. Super credits
Super credits
20. Buyout
21. Bureau of Energy Efficiency
Bureau of Energy Efficiency
UPSC GS Paper III
Bureau of Energy Efficiency

Background
India uses Corporate Average Fuel Economy regulation to improve the energy efficiency of the passenger-vehicle fleet rather than prescribing one identical fuel-consumption figure for every vehicle model. The new framework notified in September 2026 replaces the existing CAFE norms from 1 April 2027 and establishes progressively tighter targets through March 2032. It was finalised after consultations with automobile manufacturers, industry associations, academia and other stakeholders. The framework combines stronger fleet-efficiency requirements with multiple compliance pathways involving electrification, alternative fuels, recognised efficiency technologies and a credit mechanism.
Why It Matters
The new CAFE norms are important because passenger vehicles account for a substantial part of transport energy demand and fossil-fuel consumption. The framework seeks to improve fuel efficiency while allowing manufacturers flexibility in choosing technologies. It also connects conventional efficiency improvements with electric mobility, hybrids, flex-fuel vehicles, ethanol, biofuels and CBG. The use of credits, super credits and dual MIDC-WLTP reporting makes the framework significant for understanding how regulation can combine mandatory efficiency improvements with technological and market flexibility. Actual reductions in fuel consumption and emissions will depend on implementation, vehicle sales, real-world usage and the energy sources used by different vehicle technologies.
