What Happened

The Cabinet Committee on Economic Affairs approved an increase in Minimum Support Prices for all six mandated Rabi crops for the Marketing Season 2027-28 on 30 September 2026. The decision covers wheat, barley, gram, lentil or masur, rapeseed and mustard, and safflower. Among these crops, safflower received the highest absolute increase of ₹675 per quintal, while wheat received an increase of ₹25 per quintal.

The new MSPs are ₹2,610 per quintal for wheat, ₹2,286 for barley, ₹5,958 for gram, ₹7,390 for lentil, ₹6,613 for rapeseed and mustard, and ₹7,215 for safflower. The government stated that the decision is intended to provide remunerative prices to growers and is consistent with the policy of fixing MSP at a level of at least 1.5 times the all-India weighted average cost of production.

1. What Did the Cabinet Approve?

The Cabinet Committee on Economic Affairs, or CCEA, approved higher Minimum Support Prices for all mandated Rabi crops for Marketing Season 2027-28.

Six crops are covered: wheat, barley, gram, lentil, rapeseed and mustard, and safflower.

The decision was announced on 30 September 2026.

2. What Is Minimum Support Price?

Minimum Support Price, commonly abbreviated as MSP, is a price announced by the Government of India for specified agricultural crops.

It provides an officially announced price benchmark intended to protect farmers against excessively low market prices and provide remunerative returns.

MSP announcement and actual government procurement should not be treated as identical concepts. The announcement of an MSP does not mean that every unit of every crop produced by every farmer will necessarily be procured by the government.

3. What Is a Rabi Crop?

Rabi crops are generally sown during the cooler months following the monsoon and harvested during the following spring or early summer.

Important Rabi crops in India include wheat, gram, mustard, barley and lentil.

The MSP decision for Marketing Season 2027-28 applies to six mandated Rabi crops.

4. What Is the New MSP for Wheat?

The MSP of wheat for Marketing Season 2027-28 has been fixed at ₹2,610 per quintal.

For 2026-27, it was ₹2,585 per quintal. Therefore, the absolute increase is ₹25 per quintal.

The estimated cost of production used in the official MSP table is ₹1,264 per quintal, giving a stated margin over cost of 106 percent.

5. What Is the New MSP for Barley?

The MSP for barley has been increased from ₹2,150 per quintal in 2026-27 to ₹2,286 per quintal in 2027-28.

This represents an absolute increase of ₹136 per quintal.

The official estimated cost of production is ₹1,447 per quintal, with a margin over cost of 58 percent.

6. What Is the New MSP for Gram?

Gram MSP has been increased from ₹5,875 per quintal to ₹5,958 per quintal.

The increase is ₹83 per quintal.

The estimated production cost is ₹3,751 per quintal and the stated margin over cost is 59 percent.

Gram is an important pulse crop and is also widely known as chickpea or chana.

7. What Is the New MSP for Lentil?

The MSP for lentil, or masur, has been increased from ₹7,000 to ₹7,390 per quintal.

The increase is ₹390 per quintal.

The estimated cost of production is ₹3,854 per quintal and the stated margin over cost is 92 percent.

The comparatively large increase is relevant in the context of the government's efforts to encourage domestic pulse production.

8. What Is the New MSP for Rapeseed and Mustard?

The MSP for rapeseed and mustard has increased from ₹6,200 per quintal in 2026-27 to ₹6,613 per quintal for 2027-28.

The absolute increase is ₹413 per quintal, the second-highest increase among the six crops.

The estimated production cost is ₹3,367 per quintal, while the stated margin over cost is 96 percent.

9. What Is the New MSP for Safflower?

Safflower received the largest absolute MSP increase among the six Rabi crops.

Its MSP has increased from ₹6,540 per quintal to ₹7,215 per quintal, an increase of ₹675 per quintal.

Its estimated production cost is ₹4,810 per quintal and the stated margin over cost is 50 percent.

10. Which Crop Received the Highest MSP Increase?

Safflower received the highest absolute increase at ₹675 per quintal.

It was followed by rapeseed and mustard with an increase of ₹413, lentil with ₹390, barley with ₹136, gram with ₹83 and wheat with ₹25 per quintal.

Students should distinguish between the highest absolute increase and the highest percentage margin over production cost. These are not the same measure.

11. Which Crop Has the Highest Margin Over Cost?

According to the official table, wheat has the highest stated margin over production cost at 106 percent.

It is followed by rapeseed and mustard at 96 percent, lentil at 92 percent, gram at 59 percent, barley at 58 percent and safflower at 50 percent.

Therefore, safflower has the highest absolute MSP increase, while wheat has the highest margin over the stated cost of production.

12. What Is the Cost of Production Used for MSP Calculation?

The official release explains that the cost includes paid-out expenditure such as hired human labour, bullock or machine labour, rent paid for leased-in land, seeds, fertilisers, manure, irrigation charges, depreciation on implements and farm buildings, interest on working capital, diesel or electricity used for pump sets and miscellaneous expenses.

It also includes the imputed value of family labour.

This cost concept is important for understanding the government's MSP calculation framework.

13. What Does A2+FL Mean?

In agricultural price discussions, A2 broadly represents paid-out costs incurred by farmers, while FL represents the imputed value of family labour.

The official Agriculture Ministry communication on the 2027-28 Rabi MSP decision referred to ensuring a margin over the average cost calculated on this basis.

This should be distinguished from broader cost concepts used in agricultural economics that may include additional imputed costs.

14. What Is the 1.5 Times Cost Policy?

The government stated that the 2027-28 MSP decision is in line with the Union Budget 2018-19 announcement of fixing MSP at a level of at least 1.5 times the all-India weighted average cost of production.

A price equal to 1.5 times the cost corresponds to a 50 percent margin over that cost.

For the six Rabi crops, the official table reports margins ranging from 50 percent to 106 percent.

15. Why Has Safflower Received the Largest Increase?

The Agriculture Ministry stated that safflower is grown in areas including rainfed and relatively less productive regions and that a larger MSP increase is intended to encourage its cultivation.

Safflower is an oilseed crop.

Encouraging domestic oilseed production is relevant to India's wider objective of reducing dependence on imported edible oils.

16. Why Is the Mustard MSP Important?

Rapeseed and mustard are important domestic oilseed crops.

Their MSP has been increased by ₹413 per quintal to ₹6,613 per quintal.

The Agriculture Ministry linked greater support for oilseeds with the objective of increasing domestic production and reducing dependence on imported edible oils.

17. Why Are Pulses Important in the MSP Decision?

Gram and lentil are major pulse crops covered by the Rabi MSP decision.

Lentil received an increase of ₹390 per quintal and gram received an increase of ₹83 per quintal.

The Agriculture Ministry has linked higher domestic pulse production with reducing import dependence and strengthening nutritional and agricultural security.

18. What Is the Rice Fallow Area Initiative?

The Agriculture Ministry highlighted the use of rice-fallow areas for increasing pulse cultivation.

Rice-fallow areas are agricultural fields that remain uncultivated for a period after the rice crop has been harvested.

Encouraging farmers to cultivate pulses in suitable rice-fallow areas can potentially increase cropping intensity without requiring an equivalent expansion in total agricultural land.

19. What Support Is Planned for Pulse Cultivation in Rice-Fallow Areas?

According to the Agriculture Ministry, farmers are being encouraged to cultivate pulses in land that remains vacant after rice harvesting.

Support under the pulse-production strategy includes improved seeds, technical guidance and forms of financial assistance.

The objective is to expand the area under pulses and increase domestic production.

20. Why Is Barley Important for Water Conservation?

Barley generally requires relatively less water than several other major crops and can therefore be relevant to water-efficient cropping strategies in suitable agro-climatic regions.

The Agriculture Minister stated that India imported 1.13 lakh metric tonnes of barley in 2025-26 after domestic production declined.

The MSP for barley has consequently been raised by ₹136 per quintal to ₹2,286 for 2027-28.

21. What Is Crop Diversification?

Crop diversification means expanding the range of crops cultivated rather than concentrating excessively on a small number of crops.

MSP signals can be one among several policy instruments used to influence cropping decisions.

Higher support for pulses, oilseeds and crops such as barley can be viewed in the context of nutritional security, import reduction, water use and diversification, although actual planting decisions also depend on market conditions, weather, irrigation, input costs and regional suitability.

22. What Is the Government's State-Specific Rabi Strategy?

The Agriculture Ministry stated that State-specific Rabi plans have been prepared following consultations and regional conferences.

The strategy recognises that agricultural conditions differ considerably across India.

For drought-affected areas, including parts of Maharashtra and Karnataka, the emphasis includes drought-resistant crops and suitable interventions.

For States with comparatively better water availability, the approach can place greater emphasis on intensive production.

23. Which States Were Mentioned for Intensive Rabi Production?

The Agriculture Ministry communication referred to Madhya Pradesh, Bihar, Chhattisgarh, Jharkhand and West Bengal among States where adequate water availability can support an intensive production-oriented Rabi strategy.

This does not mean that every district in these States has identical water conditions.

Agricultural planning remains dependent on local climate, soil, irrigation and crop suitability.

24. What Is the Difference Between MSP and Procurement?

MSP is the officially announced support price for a crop.

Procurement refers to the actual purchase of agricultural produce by government agencies or other authorised entities under applicable arrangements.

A crop can have an announced MSP even when government procurement does not cover the entire quantity produced nationally.

This distinction is particularly important in policy discussions and competitive examinations.

25. What Did the Agriculture Ministry Say About Historical MSP Procurement Payments?

In a separate briefing following the Cabinet decision, the Agriculture Ministry stated that total payments associated with MSP procurement of six major Rabi crops were ₹2.65 lakh crore during 2004-05 to 2013-14 and ₹8.36 lakh crore during 2014-15 to 2025-26.

These figures refer to different multi-year periods and should not be interpreted as annual payments.

They were presented by the Ministry as historical procurement-payment figures.

26. Why Does MSP Matter to Farmers?

Agricultural commodity prices can fluctuate because of changes in production, demand, weather, international markets, storage conditions and supply chains.

An announced MSP provides a policy benchmark intended to support remunerative prices for specified crops.

Its actual impact on an individual farmer depends on factors including market prices, procurement access, crop quality, location and marketing arrangements.

27. How Can MSP Influence Crop Choice?

Relative support prices can affect expected returns from different crops and therefore may influence farmers' sowing decisions.

For example, larger increases for selected pulses and oilseeds can strengthen the economic signal for these crops.

However, MSP is only one factor. Water availability, soil, weather, labour, input costs, market access and agronomic conditions also affect crop choice.

28. Why Are Oilseeds Strategically Important?

India consumes substantial quantities of edible oils, and domestic oilseed production is important for reducing exposure to international supply and price movements.

Rapeseed-mustard and safflower are among the oilseeds covered by the Rabi MSP announcement.

The comparatively large increases for these crops are therefore relevant to the broader policy objective of strengthening domestic oilseed production.

29. Why Are Pulses Strategically Important?

Pulses are important sources of plant protein and are central to Indian diets.

Domestic pulse availability therefore has implications for nutrition, consumer prices, farmer income and import requirements.

The MSP decision, together with efforts such as expansion into rice-fallow areas, forms part of the government's wider effort to encourage domestic pulse production.

30. Does a Higher MSP Automatically Mean Higher Farmer Income?

Not necessarily for every farmer.

A higher MSP raises the announced support price, but realised farm income also depends on output, market price, procurement availability, production costs, crop quality and other conditions.

Therefore, MSP changes should be analysed as one component of agricultural income policy rather than as a guarantee of a specific income increase for every cultivator.

31. Why Is the Decision Important for Food Security?

Wheat and pulses are important components of India's food system, while oilseeds influence edible-oil availability.

Price incentives can contribute to maintaining or expanding production of strategically important crops.

However, food security also depends on productivity, storage, distribution, trade, climate conditions and effective agricultural markets.

32. Why Is the Decision Important for UPSC?

The Rabi MSP decision connects several GS Paper III themes: agricultural pricing, farmer income, food security, crop diversification, pulses and oilseeds, import dependence, irrigation, water conservation and agricultural policy.

It can be used as a current example in answers discussing the role and limitations of MSP.

Students should be able to explain the difference between MSP announcement and procurement, the cost concept used in the official calculation and the relationship between price incentives and crop diversification.

33. What Is Important for SSC, Railway and State Exams?

Objective examinations may ask the new MSP values, the crop receiving the highest increase, the approving body and the relevant marketing season.

The most important facts are: Marketing Season 2027-28; CCEA; six Rabi crops; safflower highest absolute increase at ₹675 per quintal; rapeseed and mustard increase ₹413; lentil ₹390; barley ₹136; gram ₹83; wheat ₹25.

Background

Minimum Support Price is one of India's important agricultural price-policy instruments. The government announces MSPs for specified crops before the relevant marketing season. For Rabi Marketing Season 2027-28, the CCEA approved revised prices for six mandated crops. The decision is linked to the policy announced in Union Budget 2018-19 of setting MSP at least 1.5 times the all-India weighted average cost of production. The 2027-28 revision is also relevant to wider agricultural objectives such as crop diversification, higher domestic production of pulses and oilseeds, reduced import dependence, water-efficient cultivation and region-specific Rabi planning.

Why It Matters

The Rabi MSP decision is important because it affects price signals for crops central to India's food, pulse and edible-oil economy. Wheat is a major foodgrain, gram and lentil are important pulses, while mustard and safflower are oilseeds. The pattern of increases also reflects policy attention to diversification: safflower, mustard and lentil received substantially larger absolute increases than wheat. However, MSP should be analysed carefully. An announced support price is not equivalent to universal procurement, and the effect on farmer income depends on production, market prices, procurement access and costs. The decision is therefore relevant both as an agricultural support measure and as a case study in agricultural pricing policy.
