The Cabinet Committee on Economic Affairs approved an increase in the Minimum Support Prices for all six mandated Rabi crops for the Marketing Season 2027-28 on 30 September 2026. The revised MSPs cover wheat, barley, gram, lentil or masur, rapeseed and mustard, and safflower.
The largest absolute increase has been announced for safflower at ₹675 per quintal, followed by rapeseed and mustard at ₹413 per quintal and lentil at ₹390 per quintal. The increase for barley is ₹136 per quintal, gram ₹83 per quintal and wheat ₹25 per quintal.
The revised MSP for wheat is ₹2,610 per quintal, barley ₹2,286, gram ₹5,958, lentil ₹7,390, rapeseed and mustard ₹6,613 and safflower ₹7,215 per quintal.
1. What Has the Cabinet Approved?
The Cabinet Committee on Economic Affairs, or CCEA, approved an increase in MSP for all mandated Rabi crops for the Marketing Season 2027-28.
The government stated that the decision is intended to ensure remunerative prices for growers and encourage crop diversification.
Six Rabi crops are covered by the decision: wheat, barley, gram, lentil, rapeseed and mustard, and safflower.
2. What Is Minimum Support Price?
Minimum Support Price, commonly called MSP, is the price announced by the Government of India for specified agricultural crops.
It provides an important price-support benchmark for farmers and is intended to protect growers against severe price declines.
The government fixes MSPs for 22 mandated agricultural crops for the country as a whole on the basis of recommendations of the Commission for Agricultural Costs and Prices, while also considering the views of State Governments and relevant Central Ministries and Departments.
3. What Is the New MSP for Wheat?
The MSP for wheat for Rabi Marketing Season 2027-28 has been fixed at ₹2,610 per quintal.
For 2026-27, wheat MSP was ₹2,585 per quintal.
Therefore, the absolute increase is ₹25 per quintal.
The estimated All-India weighted average cost of production for wheat for 2027-28 is ₹1,264 per quintal.
The expected margin over this cost is 106 percent.
4. What Is the New MSP for Barley?
The MSP for barley has been increased from ₹2,150 per quintal in 2026-27 to ₹2,286 per quintal for 2027-28.
This represents an absolute increase of ₹136 per quintal.
The estimated cost of production is ₹1,447 per quintal and the expected margin over cost is 58 percent.
5. What Is the New MSP for Gram?
The MSP for gram has been fixed at ₹5,958 per quintal for 2027-28.
It was ₹5,875 per quintal in 2026-27.
The increase is therefore ₹83 per quintal.
The estimated cost of production is ₹3,751 per quintal and the expected margin over cost is 59 percent.
6. What Is the New MSP for Lentil or Masur?
The MSP for lentil has been increased from ₹7,000 per quintal to ₹7,390 per quintal.
This is an increase of ₹390 per quintal.
The estimated cost of production is ₹3,854 per quintal.
The expected margin over cost is 92 percent.
7. What Is the New MSP for Rapeseed and Mustard?
The MSP for rapeseed and mustard has been fixed at ₹6,613 per quintal.
The previous MSP was ₹6,200 per quintal.
The absolute increase is ₹413 per quintal, making it the second-largest absolute increase among the six Rabi crops for 2027-28.
Its estimated cost of production is ₹3,367 per quintal and the expected margin over cost is 96 percent.
8. What Is the New MSP for Safflower?
Safflower has received the largest absolute MSP increase among the six crops.
Its MSP has increased from ₹6,540 per quintal in 2026-27 to ₹7,215 per quintal for 2027-28.
This represents an increase of ₹675 per quintal.
The estimated cost of production is ₹4,810 per quintal and the expected margin over cost is 50 percent.
9. Which Crop Received the Highest Absolute Increase?
Safflower received the highest absolute increase of ₹675 per quintal.
Rapeseed and mustard came second with an increase of ₹413 per quintal.
Lentil received the third-highest increase at ₹390 per quintal.
For examination purposes, students should distinguish between the highest absolute MSP increase and the highest margin over cost. They are not the same measure.
10. Which Crop Has the Highest Margin Over Cost?
Wheat has the highest expected margin over the All-India weighted average cost of production at 106 percent.
It is followed by rapeseed and mustard at 96 percent, lentil at 92 percent, gram at 59 percent, barley at 58 percent and safflower at 50 percent.
Thus, safflower has the highest absolute increase in MSP, while wheat has the highest expected percentage margin over cost.
11. What Is the Cost of Production Used in the MSP Calculation?
The cost figure cited in the Cabinet decision includes several categories of agricultural expenditure.
These include hired human labour, bullock labour or machine labour, rent paid for leased-in land, seeds, fertilisers, manures, irrigation charges, depreciation on farm implements and buildings, interest on working capital, diesel and electricity used for pump sets, miscellaneous expenses and the imputed value of family labour.
This is important because the cost referred to in the MSP announcement is broader than only the farmer's direct cash expenditure on seed and fertiliser.
12. What Is the 1.5 Times Cost Principle?
The government stated that the MSP increase is in line with the Union Budget 2018-19 announcement of fixing MSP at a level of at least 1.5 times the All-India weighted average cost of production.
In other words, the policy seeks a minimum margin of 50 percent over the specified cost measure for mandated crops.
For the six Rabi crops in 2027-28, the officially stated margins range from 50 percent for safflower to 106 percent for wheat.
13. Does 1.5 Times Cost Mean Every Crop Has Exactly a 50 Percent Margin?
No. The policy establishes at least a 50 percent margin over the specified All-India weighted average cost of production.
The actual expected margin can be higher.
For example, the official figures for 2027-28 show a 106 percent margin for wheat, 96 percent for rapeseed and mustard and 92 percent for lentil.
14. Why Has the Government Given Larger Increases to Some Pulses and Oilseeds?
The official release states that in recent years the government has promoted cultivation of crops other than cereals, particularly pulses and oilseeds, by offering higher MSPs for these crops.
This is intended to encourage crop diversification.
The 2027-28 decision reflects this pattern, with large absolute increases for safflower, rapeseed and mustard, and lentil.
15. What Is Crop Diversification?
Crop diversification means moving from excessive dependence on a narrow range of crops toward a broader mix of agricultural products.
From a policy perspective, diversification can be relevant to farmer income, soil and water management, nutritional security, pulses availability and domestic oilseed production.
MSP is one of several policy instruments that can influence farmers' crop choices, although actual cultivation decisions also depend on climate, irrigation, market access, input costs and regional conditions.
16. Why Are Oilseeds Important?
Oilseeds are the agricultural raw materials from which edible and other oils are produced.
Rapeseed and mustard and safflower are among the Rabi oilseed crops covered by the MSP decision.
Higher price support for oilseeds can be viewed in the context of efforts to encourage domestic oilseed cultivation and improve the domestic supply base.
17. Why Are Pulses Important?
Pulses are an important source of protein in Indian diets and are also important for agricultural diversification.
Gram and lentil are the two pulse crops included in the six mandated Rabi crops covered by the decision.
The MSP for gram has been fixed at ₹5,958 per quintal and for lentil at ₹7,390 per quintal for 2027-28.
18. What Is a Rabi Crop?
Rabi crops are generally sown during the cooler winter cropping season and harvested in the following months, although exact sowing and harvesting periods vary by crop and region.
Wheat is India's most prominent Rabi cereal.
Barley, gram, lentil, rapeseed and mustard, and safflower are also among the mandated Rabi crops for which MSP has been announced.
19. What Is Rabi Marketing Season?
The Rabi Marketing Season refers to the marketing and procurement period associated with crops harvested from the Rabi season.
The Cabinet decision relates to Marketing Season 2027-28.
Students should distinguish between the agricultural sowing season, harvesting period and the official marketing season terminology used in MSP announcements.
20. Who Recommends MSP?
The Commission for Agricultural Costs and Prices, or CACP, makes recommendations on MSPs.
The Government of India considers CACP recommendations along with the views of State Governments and concerned Central Ministries and Departments before fixing MSPs for mandated crops.
The final MSP announcement is a government decision.
21. How Many Mandated Crops Have MSP?
The Government fixes MSPs for 22 mandated agricultural crops.
These include crops from Kharif and Rabi seasons as well as specified commercial crops under the broader MSP framework.
The present Cabinet decision specifically concerns the six mandated Rabi crops for Marketing Season 2027-28.
22. Does MSP Mean the Government Purchases Every Quintal Produced by Every Farmer?
No. Announcement of MSP and actual government procurement are related but distinct concepts.
Government agencies procure eligible produce under applicable procurement arrangements, but the entire national production of every MSP crop is not automatically purchased by the government.
Official information has noted that only the marketable surplus is available for procurement and procurement mechanisms differ across crops and regions.
23. What Does the Government Say About Wheat Procurement?
According to the Cabinet release, wheat procurement during 2014-15 to 2025-26 totalled 3,715 lakh metric tonnes.
For comparison, wheat procurement during 2004-05 to 2013-14 was 2,254 lakh metric tonnes.
These are cumulative figures covering different multi-year periods and should not be interpreted as annual procurement figures.
24. What Was Procurement Across All Six Rabi Crops?
The government stated that procurement of the six Rabi crops during 2014-15 to 2025-26 reached 3,921 lakh metric tonnes.
The corresponding cumulative procurement during 2004-05 to 2013-14 was 2,302 lakh metric tonnes.
Again, these figures cover multi-year periods and should not be presented as the procurement achieved in a single year.
25. How Much MSP Payment Was Made to Wheat Farmers?
According to the official release, MSP payments to wheat-growing farmers during 2014-15 to 2025-26 totalled ₹7.31 lakh crore.
The government compared this with ₹2.56 lakh crore during 2004-05 to 2013-14.
These are cumulative payments over the specified periods.
26. How Much Was Paid for All Six Rabi Crops?
The official release states that MSP payments to farmers growing the six Rabi crops totalled ₹8.36 lakh crore during 2014-15 to 2025-26.
For 2004-05 to 2013-14, the corresponding cumulative amount was ₹2.65 lakh crore.
Students should mention the time periods whenever using these figures because presenting them without their periods can be misleading.
27. What Is the Difference Between MSP and Market Price?
MSP is an administratively announced support price, while the market price is the price at which agricultural produce is actually traded in a market at a particular time and location.
Market prices can be above or below MSP depending on demand, supply, crop quality, location and other conditions.
MSP therefore should not be confused with a uniform market price prevailing in every mandi or private transaction.
28. Why Is MSP Important for Farmers?
Agricultural prices can fluctuate substantially after harvest because of changes in supply, demand and market conditions.
A support-price framework provides an officially announced price benchmark before marketing.
The government describes the 2027-28 increase as a measure intended to provide remunerative prices to growers and incentivise crop diversification.
29. What Are the Main Economic Effects to Watch?
Higher MSPs can affect farm income expectations, crop choices, procurement expenditure and agricultural market dynamics.
The effect varies significantly by crop and region because procurement coverage and market conditions differ.
For this reason, the announcement of a higher MSP should not automatically be treated as an identical income increase for every farmer cultivating that crop.
30. Why Is the Wheat Increase Smaller Than the Safflower Increase?
The absolute increase in wheat MSP is ₹25 per quintal, compared with ₹675 for safflower.
However, the official cost calculations show wheat already carrying an expected margin of 106 percent over the estimated cost of production for 2027-28.
This illustrates why comparing only the absolute annual increase can give an incomplete picture; the existing MSP, estimated cost and margin also need to be considered.
31. Complete MSP Table for 2027-28
Wheat: MSP ₹2,610 per quintal; estimated cost ₹1,264; margin 106 percent; increase ₹25.

32. Why Is This Important for UPSC?
MSP is an important topic under GS Paper III, particularly agriculture, farm pricing, food security, procurement, crop diversification, pulses and oilseeds, and agricultural reforms.
The 2027-28 decision provides current figures that can be used in answers while discussing the role and limitations of agricultural price support.
Students should understand not only the revised prices but also concepts such as CACP, cost of production, procurement, marketable surplus and the 1.5-times-cost principle.
33. What Is Important for SSC, Railway and State Exams?
The most important facts are the six revised MSPs and the largest increases.
Wheat ₹2,610; barley ₹2,286; gram ₹5,958; lentil ₹7,390; rapeseed and mustard ₹6,613; safflower ₹7,215 per quintal.

MSP GS Paper III
MSP — Minimum Support Price
CCEA — Cabinet Committee on Economic Affairs
CACP — Commission for Agricultural Costs and Prices
RMS — Rabi Marketing Season
LMT — Lakh Metric Tonnes

Background
India fixes Minimum Support Prices for 22 mandated agricultural crops on the basis of recommendations of the Commission for Agricultural Costs and Prices, after considering inputs from State Governments and concerned Central Ministries and Departments. Since 2018-19, the government has followed the announced principle of fixing MSPs at least 1.5 times the All-India weighted average cost of production. The Rabi MSP decision for 2027-28 covers six crops: wheat, barley, gram, lentil, rapeseed and mustard, and safflower. The latest structure also reflects the government's stated emphasis on encouraging diversification toward pulses and oilseeds. MSP announcement should, however, be distinguished from actual procurement because the entire output of every MSP crop is not automatically purchased by government agencies.
Why It Matters
The 2027-28 Rabi MSP decision is important because it directly affects the price-support framework for major cereals, pulses and oilseeds. It also provides insight into agricultural policy priorities. The relatively large absolute increases for safflower, rapeseed and mustard, and lentil are consistent with the government's stated objective of encouraging diversification toward oilseeds and pulses. The decision is also useful for understanding how MSP relates to estimated production costs: the crop receiving the largest annual rupee increase is not necessarily the crop with the highest margin over cost. For students, the decision connects current affairs with broader themes of farm income, procurement, food security, edible-oil dependence, pulses production, agricultural markets and fiscal policy.
