Background

India's transport infrastructure is administered through multiple sector-specific ministries and agencies. As the economy and freight volumes expand, isolated planning can create missing links, duplication and inefficient connections among roads, railways, ports, airports, waterways and urban transport systems. Existing initiatives such as PM GatiShakti and the National Logistics Policy have already emphasised integrated infrastructure and logistics reform. ITLA adds a specialised apex institutional mechanism for long-term transport planning, technical project appraisal, monitoring, post-implementation assessment, data integration, research and policy support.

ITLA attempts to address these problems through a long-term master plan, technical appraisal of major projects, project monitoring, post-implementation evaluation and integrated transport data. Its effectiveness will ultimately depend on strong inter-ministerial coordination, high-quality data, technical expertise and the ability to convert analysis into better infrastructure decisions.

It will prepare a National Transport Master Plan with a planning horizon of 10 years or more and cover roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics. ITLA will technically appraise Government of India infrastructure projects costing ₹500 crore or more and monitor transport and infrastructure projects above ₹500 crore. Financial appraisal remains with existing mechanisms.
